The campaign includes: collecting, digitizing and creating data for land use right certificates (LURCs) and house ownership certificates that have been issued but are not yet in the land database. Taking photos, scanning and updating information from LURCs and identification cards of land users and house owners. Reviewing, entering and synthesizing complete data into electronic forms, ensuring accuracy, consistency and synchronization. Restructuring administrative processes and procedures, reducing paper documents, increasing the use of available digital information in the database to serve people and businesses more quickly and conveniently.
With the above contents, Yen Dinh Commune People's Committee coordinated with the Commune Police to establish 25 working groups in 24 villages, working continuously for 3 days and nights at each village at the cultural house. Each group has at least 6 people, including officials of the Commune People's Committee, police, and village officials. In addition to the 25 groups established by the commune, the villages continued to establish 1 group for each village to propagate, urge and collect from sources of people living far away, absent owners... All information and documents provided by the people are guaranteed to be absolutely safe, only serving the purpose of standardizing and synchronizing the national database on land and not used for any other purpose.
The People's Committee of Yen Dinh commune has resolutely directed the implementation of the campaign with the spirit of speed, accuracy and efficiency. After only 2.5 days of launching, the working groups have collected 4,472 copies of land and housing certificates and citizen identification cards of landowners out of a total of 37,731 plots that need to be collected. Of which, 11/24 villages have organized and implemented the plan to enrich and clean up the national land database in the whole commune.
At the Hoach Thon village cultural house, Ms. Le Thi Hieu shared: “I find the campaign very practical. This is a very convenient land administrative procedure. As far as I know, when data is standardized, land administrative procedures will be simplified, shortening the processing time, many procedures can be done online, we people will save time, costs and have our legitimate rights guaranteed in a transparent and clear manner”.
Yen Dinh commune was established on the basis of merging the communes: Dinh Lien, Dinh Long, Dinh Tang and Quan Lao town, with a total population of 38,596 people, living in 24 villages. The commune determined that the data collection campaign had a large amount of information and data, requiring many people to participate as well as high accuracy in the implementation process. Therefore, in addition to implementing organizational tasks, the commune focused on information and propaganda on the local radio system, zalo and facebook groups so that people could grasp and understand the meaning of land data standardization. With a large amount of work and many professional activities, the commune's working groups had to take advantage of working time every evening and on weekends to complete the work on schedule.
As of November 13, 2025, the Commune People's Committee has completed the collection of scanned ID cards and certificates. The collection rate is 12,500 land use right certificates (113%), of which 11,070 records are used for data matching (100%); the number of matched records that are not used for data cleaning is 1,430 records. Yen Dinh is one of the communes leading in data completion progress in the whole province. In addition to the number of collected records, each time the province transfers data, it is necessary to clarify landowner information as well as filter clean data files. The Commune People's Committee and the Commune Police check the population data to match and submit to the land use registration office.
The "90-day campaign to enrich and clean up land data" in Yen Dinh commune not only contributes to perfecting the digital data platform serving State management, but also brings practical benefits to the people, as administrative procedures on land are increasingly transparent, faster and more convenient.
