On December 4, the People's Committee of Hoang Liet Ward sent an urgent document to Private Enterprise No. 1 of Dien Bien Province and Linh Dam Housing Service Branch.
Authorities have asked the building management board not to refuse electric vehicle parking services. This move comes after the operator announced that it would stop accepting new vehicles from December 1.
In addition, the People's Committee of Hoang Liet Ward also requested the Apartment Management Board to increase patrol forces, promptly detect and handle situations and incidents arising during the process of parking vehicles in the basement of HH Apartment.
At the same time, maintain fire prevention, fire fighting, rescue systems and equipment to ensure stable operation and proper design functions when an incident occurs.

Hoang Liet Ward People's Committee said that according to the Housing Law 2023, the parking area of apartment buildings includes cars and motorbikes (regardless of whether they run on gasoline or electricity). In addition, the Fire Prevention and Fighting Law also does not have regulations prohibiting or restricting the parking or charging of electric vehicles in apartment buildings.
Therefore, to ensure safety and limit the risk of fire and explosion, the apartment management board must arrange a separate charging area, ensure safety, fire fighting equipment, and monitor and inspect, but cannot prohibit it.
Previously, in early December, the Management Board of HH Linh Dam Apartment issued a notice that it would not accept electric vehicle parking. The Management Board stated that electric motorbikes and electric bicycles have a high risk of fire and explosion if there is an electrical short circuit or if charging is not done properly.
Therefore, from January 1, the Management Board will temporarily suspend new registration for electric vehicle parking; from January 1, 2026, electric vehicle parking will not be accepted in basement 12 of HH apartment building.
This announcement by the apartment management board has caused outrage among residents, especially since the Hanoi People's Council recently approved the policy of implementing a low-emission zone from July 1, 2026 within Ring Road 1.
