Request for recognition of out-of-school swimming results according to a unified testing process

(NLDO) - The Ho Chi Minh City Department of Education and Training sets a goal that by 2030, at least 60% of 5th graders, 65% of 9th graders and 75% of 12th graders will know how to swim safely.

The plan of the Department of Education and Training of Ho Chi Minh City has just issued on implementing Decision 209/2025 of the People's Committee of Ho Chi Minh City to implement Decision No. 1717/2024 of the Prime Minister approving the Program to Enhance education on knowledge and skills to prevent and combat drowning for students in Ho Chi Minh City in the period of 2025-2035 has many new points.

According to the Department of Education and Training, the city has set specific goals such as: Strengthening communication on drowning prevention for students. By 2030, 95% of administrators, teachers, students, parents and related individuals will be communicated to raise awareness, knowledge and responsibility on drowning prevention for students and reach 100% by 2035.

By 2030, 70% of students will be taught knowledge and practice skills to prevent drowning, reaching 90% by 2035.

Effectively organize safe swimming instruction for students: By 2030, at least 60% of grade 5 students, 65% of grade 9 students and 75% of grade 12 students will know how to swim safely. By 2035, at least 70% of grade 5 students, 80% of grade 9 students and 90% of grade 12 students will know how to swim safely.

The City Department of Education and Training also set a goal: Increase investment in building and installing swimming pools in schools. By 2030, at least 20% of primary schools and 15% of secondary and high schools will have swimming pools (fixed or mobile) and maintain effective operations.

The Department of Education and Training of Ho Chi Minh City sets a target that by 2030, at least 20% of primary schools and 15% of secondary and high schools will have swimming pools (fixed or mobile) and maintain effective operations.

By 2035, at least 30% of primary schools and 25% of secondary and high schools will have swimming pools (fixed or mobile) and maintain effective operations...

To complete the goals, the Department of Education and Training of Ho Chi Minh City has proposed key tasks and solutions. Specifically: Strengthening the role and responsibility of families, schools and society in communication activities to raise awareness and compliance with regulations on safety and drowning prevention for students at all times and places.

Provide education on drowning prevention and safety skills to students. Integrate education on drowning prevention and safety skills into lessons of subjects and related educational activities.

Organize and implement life skills education topics outside of class time. Organize students to participate in playgrounds and competitions to learn about knowledge and skills to prevent drowning. Evaluate results and organize safe swimming lessons for primary, secondary and high school students in schools outside of class time.

For schools that do not have the conditions to organize safe swimming lessons for students in the school: Coordinate and link swimming lessons with local school clusters or coordinate with parents, link with swimming pools outside the school to organize safe swimming lessons for students according to the program, instruction documents, with the coordination, supervision and evaluation of the school...

Organize safe swimming lessons, develop swimming lesson plans according to 3 options: At the school/school cluster swimming pool; link with community swimming pool facilities. Arrange flexible timetables (elective/extracurricular lessons); ensure safety conditions, lifeguards, and appropriate teacher/student ratio.

In particular, the City Department of Education and Training requires schools to recognize the results of swimming lessons outside of school according to a unified testing and evaluation process (criteria for safe swimming, self-rescue skills, and safe drowning rescue skills).

Recently, some parents have reported that students have learned to swim outside of school, have certificates, and many are even good swimmers with good skills, but these certificates are not recognized by the school, and many students have to start over.
