The latest statistics announced by the General Statistics Office - Ministry of Finance on the morning of December 6, total retail sales of goods and consumer service revenue at current prices in November are estimated at 601.2 trillion VND, up 7.1% over the same period last year.

In the first 11 months of 2025, the total retail sales of goods and consumer service revenue at current prices is estimated at VND 6,377.7 trillion, an increase of 9.1% over the same period last year (the same period in 2024 increased by 8.9%), if excluding the price factor, it increased by 6.8% (the same period in 2024 increased by 5.8%).

Other service revenue in the first 11 months of 2025 is estimated at VND665.5 trillion, accounting for 10.4% of the total and increasing by 11.2% over the same period last year. Revenue in the first 11 months of 2025 compared to the same period last year of some localities is as follows: Hai Phong increased by 16.2%; Vinh Long increased by 14.6%; Quang Ninh increased by 11.9%; Ca Mau increased by 11.5%; Ha Tinh increased by 10.9%; Ho Chi Minh City increased by 10.7%; Hanoi increased by 8.2%.

The program applies to the entire system with nearly 900 items from fresh food, fast-moving consumer goods to household appliances, beverages and other essential products.

Many products are discounted up to 50%, from fresh food, imported goods to consumer goods, with programs such as buy 2 get 1 free, buy 2 pay 1, helping customers save costs effectively. The program also implements shock prices according to time frames, golden days and weekends, especially for MCard members, with many added benefits such as giving extra points when buying a basket of products with a value, helping loyal customers receive outstanding incentives.

The fresh food group is the highlight of the program, including meat, fish, and vegetables under the private label We Are Fresh. Many types of vegetables from Da Lat and Tien Giang such as white cabbage, broccoli, tomatoes, cucumbers, and celery are discounted from 15% to nearly 40%, helping customers save costs while still ensuring fresh, clean, and safe food. Fashion, beauty, and home care products are also discounted up to 50%, meeting the needs of Tet shopping.

Specifically, the key product groups that the WinMart/WinMart+/WiN system focuses on prioritizing are: Essential consumer goods (rice, cooking oil, drinking water, etc.) and basic household products; fresh food groups (vegetables, fruits, pork, chicken, seafood, domestic fruits, imported fruits); gift groups and holiday season products (confectionery, soft drinks, fruits, etc.) In addition to stimulus programs, WinMart/WinMart+/WiN actively participates in market stabilization programs, accompanying the Department of Industry and Trade of localities across the country to help local people feel secure when shopping.

In Ho Chi Minh City - a locality with a high demand for goods, especially at the end of the year and during Tet, the Department of Industry and Trade is building a program to connect supply and demand in December, inviting businesses across the country, introducing new sources of goods, prioritizing food and OCOP products to increase the supply of goods for Ho Chi Minh City.

The Ministry of Industry and Trade is promoting the implementation of the National Concentrated Promotion Program (Vietnam Grand Sale 2025) from December 1, deployed nationwide according to Directive No. 18/CT-TTg dated June 18, 2025 of the Prime Minister on promoting trade promotion and developing the domestic market. The program is expected to boost domestic market growth in the last months of the year.
