In November 2023, the Minister of Public Security issued Circular No. 64/2023/TT-BCA regulating the consideration of chuyển to professional service for conscripted non-commissioned officers who have completed their term of service in the People's Public Security Force. This circular adds a provision for direct professional transfer for conscripted soldiers who have graduated with a regular university degree with a GPA of "good" or higher, in a field or specialization similar to the field or specialization for second-degree university admissions in the People's Public Security Force in the year the conscripted non-commissioned officer enlisted or the year their term of service ended. This is a noteworthy new point in the 2024 recruitment process.
Specifically, conscripts with a regular university degree (excluding university transfer programs) graduating with a GPA of "Good" or higher, and simultaneously meeting the following conditions, will be considered for direct transfer to professional service:
Firstly, having completed two years of compulsory service in the People's Public Security Force, being classified as a "Good Performance" or higher, and achieving the title of "Advanced Soldier".
Secondly, being a member of the Communist Party of Vietnam before the end of their military service (joined the Party before or during their service in the People's Public Security Force).
Thirdly, the scores of the three subjects (without weighting) for professional transfer registration are determined based on the results of the National High School Graduation Examination during the period of conscripted service or the results of the National High School Graduation Examination in the year the conscripted non-commissioned officer graduated from high school, achieving a score of 15 points or higher.
The regulations stipulate that conscripted soldiers who have graduated from university with a GPA of "Good" or higher must also meet the above-mentioned conditions to serve as a basis for evaluating and selecting officers with professional qualifications; at the same time, if a conscripted soldier has a university degree with a GPA of "Good" or higher but does not meet other conditions for direct recruitment, they will still receive priority points for having a university degree when considering professional transfer along with other conscripted soldiers according to regulations, creating more opportunities and choices for conscripted soldiers in the professional transfer process.
In addition, the Ministry of Public Security has implemented Project No. 18/DA-BCA "Vocational training and job support for demobilized non-commissioned officers and conscripted soldiers of the People's Public Security Force in the period 2023-2030" with the goal of ensuring that 100% of young people who are demobilized non-commissioned officers of the People's Public Security Force receive vocational training, counseling, and job support.
The Ministry of Public Security has directed its training institutions to improve the capacity and conditions of vocational training and propose expanding training programs to meet the vocational training needs of demobilized non-commissioned officers of the People's Public Security Force and the labor needs of society; Public Security units and localities have done a good job of disseminating information and organizing counseling and job placement support activities for demobilized non-commissioned officers of the People's Public Security Force after vocational training or demobilization; and perfected the process of supporting, registering for vocational training, and career guidance for demobilized non-commissioned officers of the People's Public Security Force after demobilization.
