
Accordingly, in the period of 2024 - 2025, Hai Duong has 5 enterprises with State capital divesting all remaining State capital, including the following Joint Stock Companies: Chi Linh Urban and Environmental Transport, Hai Duong Cable Television, Hai Duong Bus Station Management, Hai Duong Seeds and Phuc Son Cement Company.

By 2025, within the province, there will be one state-owned enterprise that must undergo equitization, reducing its charter capital to 50% or less: Lai Vu Industrial Park One-Member Limited Company.
Three enterprises will retain their state-owned capital: Hai Duong Province Rural Water Supply and Sanitation Joint Stock Company (84.3% state-owned capital), Hai Duong Water Supply Business (65% state-owned capital), and Hai Duong Motor Vehicle Inspection Company (49% state-owned capital). The Hai Duong Livestock Breeding Company Limited will be restructured according to a separate plan.
Currently, there are 7 state-owned enterprises in the province, of which 5 state-owned enterprises hold 100% of charter capital and 2 state-owned enterprises hold over 50% of charter capital.
