7 groups of students in Ho Chi Minh City are proposed to enjoy special mechanisms.

According to the draft, the vulnerable group includes 7 subjects that are eligible for the policy. The policy will be applied from the 2025-2026 school year, not exceeding 9 months/school year. The funding source for implementation will come from the City budget according to the current budget allocation.

The first two groups are preschool children and high school students, students studying at regular educational institutions under the general education program who are orphans of both parents or are disabled.

The next two groups are preschool children, primary school students, and students studying at regular educational institutions following the general education program whose father or mother or both parents or grandparents (in case of living with grandparents) are from poor or near-poor households according to regulations of the Prime Minister .

The fifth group is preschool children and primary school students who are eligible for social benefits according to the provisions of Clause 1 and Clause 2, Article 5 of Decree 20/2021/ND-CP.

Sixth, preschool children residing in Thanh An commune are studying at public preschools in Thanh An commune.

The final beneficiaries of the policy are high school students residing in Thieng Lieng hamlet, Thanh An commune, who are studying at public educational institutions in the city.

For the first 5 groups, there are 2 options built. Option 1 is to support 100% of the cost of organizing the content according to the actual revenue at educational institutions including: Services of organizing, serving, managing and cleaning boarding; costs of organizing foreign language lessons with foreigners; costs of organizing life skills teaching; costs of organizing swimming lessons.

Option 2 is to support 50% of the cost of organizing the above content according to the actual revenue at educational institutions.

According to the review data at the end of the 2024-2025 school year, the number of disadvantaged students eligible for the policy is 17,810, of which 648 are orphans, 4,541 are disabled children, 6,221 are from poor households, and 6,400 are from near-poor households.

The estimated budget for one school year in option 1 is more than 563 billion VND. If option 2 is applied, the estimated amount is more than 281 billion VND.

In the sixth group, the draft proposes to support lunch money for preschool children residing in Thanh An commune who are studying at public preschools in Thanh An commune with a support level of 160,000 VND/month.

This group currently has 141 children, with a total estimated cost of more than 203 million VND/school year.

The last group is proposed to be supported with lunch money (550,000 VND/student/month) and ferry money (440,000 VND/student/month). This group has 10 students, the total expected amount is more than 89 million VND/year.
