80 years of Thanh Hoa Provincial National Assembly Delegation - a deep impression in the hearts of voters

80 years ago, from the General Election on January 6, 1946, the National Assembly was born in the fire of the nation's struggle. Also from that historical milestone, the National Assembly Delegation of Thanh Hoa province was born and has continuously grown, leaving a deep mark in each historical period. Through 15 National Assembly terms with 429 delegates, the provincial National Assembly Delegates have promoted their mettle, intelligence, and responsibility, becoming a trustworthy "bridge" between the National Assembly and voters, contributing to policy creation, promoting the prosperous development of the country.

Lesson 1: Maintain the courage, intelligence and responsibility of elected representatives

For each delegate of the National Assembly Delegation of Thanh Hoa province, the activities of elected representatives must always be "for the benefit of the nation and people". During the resistance war, they were ready to participate in carrying out all tasks with the goal of firmly protecting the Fatherland. In peacetime, they courageously spoke up for the legitimate feelings of voters; frankly criticized and fought against negative issues in society. The courage, intelligence and responsibility of elected representatives of Thanh Hoa province have always been traditional qualities that have been nurtured and preserved through each generation.

Strong will, strong determination

Implementing Decree No. 51/SL and 75/SL of the President of the Provisional Government of the Democratic Republic of Vietnam, on January 6, 1946, the General Election was conducted enthusiastically in all provinces and cities across the country. In that vibrant political atmosphere, the revolutionary government of Thanh Hoa province organized the people of all ethnic groups in the province to conduct the election and elected 15 National Assembly deputies and 28 People's Council deputies.

The country was at war for 30 years, through 5 National Assembly sessions (1946 - 1976). During those difficult days, along with the whole country, the National Assembly Deputies of Thanh Hoa province directly participated in the fighting; participated in building policies and laws; and propagated, encouraged and motivated the people to increase production, contribute human and material resources to the struggle to protect the independence of the Fatherland.

As a member of the 4th National Assembly (1971 - 1975), Ms. Trinh Thi Thanh (1949) recalled that during the years of resistance, the task of ensuring food and provisions was extremely urgent. She, along with union members and youth, regularly encouraged people to actively participate in the production and sale of food and provisions according to their annual obligations, supplying the frontline according to the assigned targets. In addition, she participated in calling and encouraging young people to go for military service examinations, join the army, and participate in combat. "There were rainy and flood days, during the day we repaired roofs for people, and at night we filled bomb craters to ensure smooth traffic. Although it was hard, we worked day and night to complete all assigned tasks."

Also a member of the Provincial National Assembly, Term IV, Ms. Hoang Thi Bich Moi (born in 1948) could not help but be moved when recalling the days when she was a member of the National Assembly. Before becoming a member of the National Assembly, Ms. Moi was the leader of the Hoa Loc Women's Militia. Her platoon was tasked with being ready to fight to protect important targets such as Ham Rong Bridge, Len Bridge, Tham Ferry, and Kenh De River - important traffic "vessel" bridges. When she was honored to become a member of the National Assembly, Ms. Moi, regardless of day or night or rain of bombs and bullets, always promptly received the policies, directives and resolutions of her superiors to propagate and explain to the people so that they could understand and follow them.

“As a National Assembly deputy, I was honored to join the National Assembly and Government delegation to travel to several countries, directly participating in campaigning, propagating, and calling for international public support for our people's resistance, contributing to creating a combined strength to fight and defeat the invading forces,” Ms. Moi emotionally recounted.

It can be seen that, during the resistance period, the National Assembly Deputies of Thanh Hoa province left a strong mark, contributing significantly to the realization of the mission of the National Assembly of resistance and nation building. The spirit of "steadfast will and determination" of the National Assembly Delegation of Thanh Hoa province during this period also became the flame that fueled the enthusiasm for the next generations of National Assembly Deputies of the province to continue to mature, contributing more to the cause of innovation, integration and development of the country.

For the benefit of the nation and people

Since the country's reunification and the entry into the period of renovation, with the motto of "for the benefit of the nation and people", the National Assembly Delegation of Thanh Hoa province has always played a good role as a trustworthy "bridge" between the National Assembly and voters. Many "hot" issues have been handled, many practical policies have been adopted and issued, bringing about clear changes to the economic and social life of the province and the whole country.

As a member of the National Assembly of Thanh Hoa province for 4 terms (XI, XII, XIII, XIV), National Assembly member Bui Sy Loi has given many specific examples of the contributions of the National Assembly Delegation of the province in the process of policy making, as well as resolving voters' petitions, especially in 3 prominent areas: land; transport infrastructure; education - social security. Typically, in the 12th term (2007 - 2011), voters reflected on the slow issuance of land use right certificates for forestry, agricultural and rural residential land. The National Assembly Delegation compiled and sent them to the Government and ministries and branches, thereby directing the acceleration of the progress of measurement, issuance and completion of policies for implementation at the local level; in the 13th term, voters proposed additional investment capital for mountainous transport infrastructure, especially national highways connecting Nghi Son Economic Zone and remote areas. The Ministry of Planning and Investment then took note and included it in the 2016 - 2020 medium-term plan.

Session XIV, outstanding recommendations related to National Highway 217 - the vital route connecting Thanh Hoa with Laos, the Ministry of Transport responded, affirming to continue implementation, allocating capital and requesting local coordination in site clearance work.

For the National Assembly deputies of Thanh Hoa province, the closeness, listening and concern for the aspirations of voters are always the "keys" to creating success during their term of office. Therefore, many deputies have been loved and remembered by voters nationwide.

National Assembly member of the 11th and 12th terms, Le Van Cuong is one of the typical representatives who impressed voters with his frankness, courage and integrity. During his 9 years as a parliamentarian, he was famous for his strong questioning of the abuse of positions, power, age, and even "extortion", following the case to the end. In the Vinashin case, he and a number of other representatives proposed that the National Assembly establish a temporary investigation committee; or in the Lo River - Ha Giang case, he frankly questioned the Prime Minister. He was also a role model in transparent asset declaration, demanding that anti-corruption must be open, transparent, and without forbidden areas. That viewpoint left a strong impression on voters and public opinion at that time.

In addition to delegate Le Van Cuong, names such as Bui Sy Loi, Le Nam, Mai Sy Dien, Dao Ngoc Dung, Mai Van Hai, Cao Thi Xuan, Le Thanh Hoan... are no longer unfamiliar to voters. With deep professional capacity, experienced parliamentary courage, ability to synthesize and analyze, along with closeness, listening and understanding of voters, the National Assembly deputies of Thanh Hoa province have brought to the National Assembly honest and straightforward statements, accurately reflecting social reality and the aspirations of the people.

It can be affirmed that for the National Assembly Deputies of Thanh Hoa province, every speech, every button press in the parliament comes from the interests of the nation, from the aspiration of the homeland to rise up. Each delegate always maintains the qualities of "intelligence - courage - responsibility - closeness to the people" to contribute to building the homeland and the country increasingly rich and strong, together with the National Assembly to create the glorious history of the nation. This is also the foundation and strength for the National Assembly Delegation of Thanh Hoa province to continue to innovate, improve the quality of activities, and contribute more to the country in the new era of development.
