On the morning of May 20th, continuing the program of the seventh session, the National Assembly heard a summary report of opinions and recommendations from voters and the people submitted to the seventh session of the 15th National Assembly; and a report on the results of monitoring the resolution of voter recommendations submitted to the sixth session of the 15th National Assembly.

Implement the wage policy effectively.
Presenting the summary report of opinions and recommendations from voters and the people submitted to the seventh session, Politburo member, Secretary of the Central Committee of the Party, and Chairman of the Central Committee of the Vietnam Fatherland Front, Do Van Chien, stated that in preparation for the seventh session of the 15th National Assembly, the Presidium of the Central Committee of the Vietnam Fatherland Front received 63 out of 63 reports reflecting opinions and recommendations from voters and the people of provinces and cities; 37 out of 63 reports from National Assembly delegations; 23 reports from member organizations; and 16 opinions and recommendations from members of the Presidium of the Central Committee of the Vietnam Fatherland Front, totaling 1,502 opinions.
In the current context, voters propose that the Party and State further strengthen information and propaganda work; promptly detect and resolutely and strictly handle organizations and individuals who abuse democracy, distort the truth, and create information "noise," especially "bad, malicious," and "defamatory" information, which diminishes the prestige of organizations and individual leaders and affects the common cause of the Party, State, and our people.
Voters have petitioned the Party and State to direct ministries, sectors, and localities to accelerate the implementation of national target programs, especially the poverty reduction and socio-economic development program for ethnic minority and mountainous areas; to promptly address difficulties related to housing, production land, clean water, livelihoods, and social security, as these are currently the most disadvantaged groups of people. At the same time, they request that obstacles be removed to prevent businesses from leaving the market, creating conditions for businesses to recover production and create jobs for workers, as the challenges of employment and income for the people are becoming quite acute.
Voters also requested comprehensive and fundamental solutions, along with government support policies, to ensure sufficient water supply for daily life and maintain production in some disadvantaged areas, such as mountainous regions, the Central Highlands, and the Southwest.
A comprehensive review and compilation of all resident suggestions from apartment complexes nationwide will be conducted to study and resolve disputes between residents and developers/management boards, which are quite common today, ensuring the legitimate rights and interests of residents, and maintaining transparency for resident oversight.
Voters have petitioned the Government to direct ministries, sectors, and relevant agencies to review guiding documents and the "necessary and sufficient" conditions for implementing the new salary policy from July 1, 2024. In particular, attention should be paid to promptly resolving any shortcomings and obstacles that arise so that the new salary policy truly motivates officials, civil servants, and salaried employees to improve the quality and efficiency of their service to the people and businesses.

Being receptive, proactive, and taking initiative in addressing voters' requests.
Reporting on the results of monitoring the resolution of voters' petitions submitted to the sixth session, the Head of the People's Petition Committee under the Standing Committee of the National Assembly, Duong Thanh Binh, stated that through meetings with voters by National Assembly deputies, 2,216 petitions were compiled and forwarded to the competent authorities for resolution.
Voter petitions cover almost all areas of social life, with some areas of particular interest to voters including: Labor, War Invalids and Social Affairs; Health; Transportation; Education and Training; Agriculture and Rural Development. To date, 2,210 petitions have been resolved and answered to voters, reaching 99.7%.
In particular, the National Assembly and its agencies have fully responded to all 62/62 recommendations. The National Assembly has made many improvements and innovations in the law-making process, ensuring that laws, once enacted, are feasible and implemented stably and sustainably. Supervisory activities continue to demonstrate continuous innovation, focusing on key and pressing issues in the socio-economic life of the country, and the results have been widely recognized by voters and the people.
The Government and central ministries and agencies have addressed and responded to 2,117 out of 2,122 petitions. The Government and central ministries and agencies have demonstrated a proactive and receptive attitude, overcoming limitations and proposing numerous measures to improve the quality and effectiveness of management and administration. The research, acceptance, and resolution of complaints and denunciations have contributed to resolving many difficulties and obstacles, promoting socio-economic development, maintaining social order and security, improving people's lives, and building trust among voters and the people nationwide.
However, the submission of consolidated reports on voter recommendations from regular voter outreach sessions before and after the sixth session by some National Assembly delegations has not been in accordance with the legally prescribed deadlines; some recommendations falling under the jurisdiction of local authorities have still been compiled and submitted to central agencies for resolution.
The Standing Committee of the National Assembly requests that the National Assembly's agencies continue to further enhance the quality of their oversight of the promulgation of legal documents; that National Assembly delegations improve the quality of compiling, classifying, and handling complaints and denunciations; and that they ensure timely submission of consolidated reports on complaints and denunciations after National Assembly deputies meet with constituents as prescribed.
The government directs ministries and agencies to address the shortcomings mentioned in the report; to review and definitively resolve outstanding recommendations, ensuring quality resolution and adherence to the timeline reported to voters.
