Ministry of Health proposes to increase allowances for medical staff

This is the information provided by Ms. Dao Hong Lan, Minister of Health , in response to a petition from voters in Lam Dong province before the 7th session of the 15th National Assembly.

Voters in Lam Dong province have petitioned the Government to amend regulations on certain special allowances for civil servants, public employees, and workers in public health facilities, as well as allowances for epidemic control.

In response to this issue, the Minister of Health stated that the ministry is currently developing a system of preferential allowances based on professions to replace Government Decree No. 56/2011/ND-CP dated July 4, 2011, which is expected to be issued in 2024.

In addition, the Ministry of Health is drafting amendments and additions to Decision No. 73 regarding the regulation of certain special allowances for civil servants, public employees, and workers in public health facilities, as well as allowances for epidemic control.

The amendments and additions include:

- Increase allowances for surgeries and procedures; increase on-call and meal allowances for healthcare workers to reflect current inflation and consumer price index increases;

- Applying regulations on working hours, overtime, and overtime pay for 24/7 on-call duty of civil servants and employees in accordance with the Labor Code;

- Applying a special allowance regime for contract workers whose salaries have been classified according to Decree No. 204/2004/ND-CP dated December 14, 2004 (including security guards, drivers, nurses, and professional contract workers awaiting civil servant recruitment exams).

The Ministry of Health is expected to submit this matter to the Prime Minister in November 2024.

Current allowance system for healthcare workers

According to current regulations, employees working 24/7 are entitled to the following allowances:

- 115,000 VND/person/shift for hospitals of class I and special class.

- 90,000 VND/person/shift for Grade II hospitals.

- 65,000 VND/person/shift for other hospitals and equivalent facilities.

- 25,000 VND/person/shift for commune health stations, military-civilian health stations, and military-civilian infirmaries.

In which, employees on duty for 12/24 hours are entitled to a rate equal to 0.5 times the 24/24 hour on-call allowance.

Workers on 16/24 hour shifts are entitled to an allowance equal to 0.75 times the allowance for 24/24 hour shifts.

Workers on 24/7 duty receive a meal allowance of 15,000 VND per person per shift.
