This is the information that Ms. Dao Hong Lan, Minister of Health , responded to the petition of Lam Dong province voters before the 7th session of the 15th National Assembly.
Voters in Lam Dong province proposed that the Government amend regulations on a number of special allowances for civil servants, public employees, and workers in public health facilities and the anti-epidemic allowance regime.
Responding to this issue, the Minister of Health stated that the ministry is developing a preferential allowance regime according to occupation to replace Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government, expected to be issued in 2024.
Along with that, the Ministry of Health is drafting amendments and supplements to Decision No. 73 on regulating a number of specific allowance regimes for civil servants, public employees, and workers in public health facilities and anti-epidemic allowance regimes.
In which, the revised and supplemented content includes:
- Increase surgery and procedure allowances; increase on-duty and meal allowances for medical staff in accordance with the current inflation index and consumer prices;
- Apply regulations on working hours, overtime and overtime payment for 24/24 hours on duty of civil servants and employees according to the Labor Code;
- Apply special allowance regime for labor contract subjects whose salaries have been classified according to Decree No. 204/2004/ND-CP dated December 14, 2004 (including security guards, drivers, nurses, professional contracts during the time waiting for civil servant recruitment exams).
It is expected that the Ministry of Health will submit this content to the Prime Minister in November 2024.
Current medical staff allowance regime
According to current regulations, the allowance for employees on duty 24/7 is as follows:
- 115,000 VND/person/shift for grade I and special grade hospitals.
- 90,000 VND/person/shift for grade II hospitals.
- 65,000 VND/person/shift for remaining hospitals and other equivalent facilities.
- 25,000 VND/person/shift for commune health stations, military and civilian health stations, and military and civilian infirmaries.
In which, employees who are on duty for 12/24 hours are entitled to a rate equal to 0.5 times the 24/24 hour on-call allowance.
Employees working 16/24 hour shifts are entitled to a rate equal to 0.75 times the 24/24 hour shift allowance.
Workers on duty 24/7 are supported with a meal allowance of 15,000 VND/person/shift.
