National Assembly deputies are concerned that only 4.3% of voters' petitions are resolved.

On May 30th, the National Assembly discussed the proposed National Assembly supervision program for 2025. Reporting on the proposed program, National Assembly Secretary General Bui Van Cuong stated that 2025 is the final year of the 2021-2025 five-year socio -economic development plan, the year in which localities will hold Party congresses at all levels leading up to the 14th National Party Congress, prepare for the election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term, and the year in which many other important national events will take place.

At the same time, 2025 is also the final year of the term, and according to the Law on Supervisory Activities of the National Assembly and People's Councils, the National Assembly will review the implementation of its resolutions on questioning and specialized supervision throughout the term.

Based on the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the characteristics of the situation in 2025, and the proposals of the agencies, the Standing Committee of the National Assembly has planned the content of the National Assembly's supervision program for 2025 as in the draft Resolution sent to the National Assembly deputies.

Specifically, regarding thematic supervision, after considering various aspects and in accordance with the practice of the 14th National Assembly, to facilitate the agencies' focus on implementing the aforementioned tasks and legislative tasks as planned; and at the same time, to ensure the quality and feasibility of the 2025 supervision program, the Standing Committee of the National Assembly submits to the National Assembly for consideration and decision the supreme supervision of one thematic topic at the 10th Session, and the Standing Committee of the National Assembly will conduct supervision of one thematic topic at the August 2025 Session.

Accordingly, based on proposals from various agencies, the Standing Committee of the National Assembly directed the Secretary General of the National Assembly to compile the topics into 10 groups according to the areas of responsibility of the Ethnic Council and the Committees of the National Assembly. Simultaneously, based on selection criteria, as well as research on voter recommendations, media reports, and a review of implemented activities, balancing various fields and considering the practical situation, the National Assembly proceeded to select the thematic areas for supervision through a rigorous process. The Standing Committee of the National Assembly selected two thematic areas for the National Assembly to consider and decide on one for supreme supervision.

Specifically, Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect (expected to be assigned to the Committee on Science, Technology and Environment to lead the drafting of this content).

Topic 2: Implementation of policies and laws on the development and utilization of human resources to meet the requirements of socio-economic development, especially high-quality human resources (expected to be assigned to the Committee on Culture and Education to lead the drafting of this content).

Representative Pham Dinh Thanh (Kon Tum Delegation) expressed concern and requested the Standing Committee of the National Assembly and other National Assembly bodies to pay attention to monitoring the results of responding to voters' petitions. According to the monitoring report, the rate of responses to voters' petitions submitted to the 6th session reached 99.7%. However, only 4.3% of the petitions were resolved. The responses to voters' petitions, as summarized in the report, mainly consisted of explanations and information provided by state agencies.

Therefore, according to Mr. Thanh, these figures urgently need to be monitored and clarified. Which recommendations require explanation and information provision, and which recommendations must be addressed and responded to by state agencies within their authority and responsibility?

Regarding the 2025 monitoring program, Mr. Thanh selected Topic 1: The implementation of policies and laws on environmental protection since the Environmental Protection Law of 2020 came into effect, for supreme monitoring in 2025.

Also choosing Topic 1: The implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect, National Assembly Deputy Nguyen Thi Viet Nga (Hai Duong Delegation) argued that this is a matter requiring supreme oversight. Environmental pollution is a pressing issue and is of great concern to many voters. The general state of environmental pollution, and air and water pollution in particular, has been mentioned by many National Assembly deputies. In reality, the implementation of policies and laws on environmental protection faces many difficulties. Including this issue in the oversight process is timely and addresses a pressing problem.

Ms. Nga proposed that in 2025, the National Assembly continue to review the implementation of its resolutions on interpellation and thematic supervision to assess the progress made after these sessions. This is a highly effective form of re-supervision and serves as a basis for National Assembly deputies to evaluate the implementation of its resolutions on supervision, interpellation, and the promises made by members of the Government.

Delegate Le Thanh Hoan (Thanh Hoa Delegation) also chose Topic 1: The implementation of policies and laws on environmental protection since the Environmental Protection Law of 2020 came into effect.
