Whoever, ministry or sector does not do it will be forced to do it to effectively implement Project 06.

On the afternoon of January 25th, the Task Force for the Implementation of Government Project 06 held its January 2024 meeting. General To Lam, Member of the Political Bureau, Minister of Public Security , and Head of the Task Force for the Implementation of Government Project 06, and Comrade Tran Luu Quang, Member of the Central Committee of the Party and Deputy Prime Minister, co-chaired the meeting.

Attending the meeting were Central Committee members: Pham Thi Thanh Tra, Minister of Home Affairs; Nguyen Kim Son, Minister of Education and Training; Nguyen Thanh Long, Minister of Justice ; Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, Permanent Deputy Head of the Government's Project 06 Implementation Task Force, along with members of the Government's Project 06 Implementation Task Force from various ministries, agencies, and the Hanoi People's Committee.

In a decisive and urgent manner, focusing directly on specific tasks and issues, Minister To Lam, in his opening remarks at the meeting, emphasized that delegates should concentrate their discussion time on three main points. Specifically, following the conference summarizing the two-year implementation of Project 06 at the end of December 2023, what outstanding results have the ministries and sectors achieved, and what is the progress in implementing the assigned tasks?

Regarding the urgent tasks directed by the Government and the Prime Minister for implementation from now until the Lunar New Year of the Year of the Dragon 2024, how are ministries, sectors, and localities currently carrying them out? What obstacles remain, and how should coordination be carried out to achieve the highest efficiency? How should ministries and sectors address these difficulties and obstacles?

“What we have done well, we must continue to do even better. At this meeting, members of the Task Force implementing the Government's Project 06 agreed on the roadmap for implementing the tasks under the Project in February, as well as Government Resolution 175 dated October 30, 2023, on approving the project to build the National Data Center,” Minister To Lam emphasized.

Following the directives of Minister To Lam, Colonel Vu Van Tan, Deputy Director of the Department of Administrative Management of Social Order, Ministry of Public Security, and Secretary of the Task Force implementing Government Project 06, presented a summary of the results achieved by ministries and agencies after the conference summarizing the two-year implementation of Project 06, as well as the content and planned tasks and responsibilities of ministries and agencies according to the assigned roadmap in 2024.

Presiding over the discussion, Deputy Minister Nguyen Duy Ngoc pointed out the tasks that ministries and agencies are currently implementing that are at risk of being delayed. Based on the suggestions and directives in the opening remarks of the Minister, Head of the Working Group for the implementation of Government Project 06, Deputy Minister Nguyen Duy Ngoc asked what obstacles ministries and agencies are currently facing with the tasks they are implementing, and what recommendations or proposals are needed to "reach the finish line" on schedule.

According to Deputy Minister Nguyen Duy Ngoc, with Project 06, any ministry or sector that does not implement it effectively or is slow will certainly affect the overall results and create inertia that slows down the results of other ministries, sectors, and localities.

Under the chairmanship of Deputy Minister Nguyen Duy Ngoc, representatives from various ministries and agencies, including the Government Office, the Ministry of Information and Communications, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Health, the Ministry of Justice, the Ministry of Finance, the Ministry of Planning and Investment, the State Bank of Vietnam, Vietnam Social Security, the Ministry of Interior, and the Ministry of Education and Training, successively discussed assigned tasks and affirmed their political determination and commitment to completing them according to the set roadmap.

Representatives from ministries and agencies also affirmed that the role and political determination of the leaders are core and crucial for the successful implementation of Project 06; they also agreed on the need to strengthen closer coordination and assign greater responsibility to each position and department, with a clear understanding of responsibilities, tasks, timelines, and completion schedules.

Speaking at the session, Deputy Prime Minister Tran Luu Quang commended the achievements of ministries, sectors, and localities, including Hanoi and Ha Nam, in the past period. The Deputy Prime Minister also outlined the urgent tasks that need to be done, emphasizing: “Implementing Project 06 requires you to surpass yourselves, change your methods, and change your mindset. If you don't do it, you will be forced to. I hope you will be decisive in implementation, moving towards synchronization,” the Deputy Prime Minister stressed.

Regarding the timeline and roadmap for completing the tasks, the Deputy Prime Minister requested that ministries and agencies "keep their promises." For specific tasks, the Deputy Prime Minister requested the Ministry of Finance to finalize the guidelines on finance; the Ministry of Justice to promote a more streamlined legal framework; and to review and simplify procedures to expedite the issuance of regulations serving Project 06.

Regarding the 19 related resolutions currently hindering the implementation of Project 06, the Deputy Prime Minister instructed the Government Office to coordinate with the Ministry of Justice to quickly resolve them. Deputy Prime Minister Tran Luu Quang also noted that ministries, sectors, and members of the Task Force for the implementation of Project 06 need to quickly review their work and tasks to unify and consolidate information on what issues need to be addressed.

Concluding the working session, Minister To Lam, Head of the Task Force for the Implementation of Project 06, assessed: Following the conference summarizing the first two years of Project 06 implementation, we have accomplished a great deal in the past three weeks. One of the highlights is the solution to ensure 100% of social security beneficiaries receive payments through bank accounts; and the disbursement of unsecured loans. “These results have brought immense value to the people and society; contributing to helping people access social capital and effectively combating ‘illegal lending’,” Minister To Lam affirmed.

Regarding the direction and tasks for 2024 and 2025, to achieve high results, Minister To Lam affirmed that the most important factor is the attitude, responsibility, and determination of the ministries and agencies. Minister To Lam emphasized seven groups of issues that require members of the Task Force implementing Government Project 06 in ministries and agencies to quickly complete. Specifically, these include legal issues, obstacles related to building a specific program framework for each assigned content; and taking the lead in registering electronic identification codes for agencies, ministries, and agencies.

Regarding public services, Minister To Lam emphasized that this is a very important aspect. Only when the people respond positively will we succeed in building a digital government, a digital society, and digital citizens. Ministries, sectors, and localities should focus on accelerating administrative reform, digitalization, and promoting public services with the aim of creating the most favorable conditions to serve the people, businesses, and society.

Drawing on numerous examples from administrative and social management, Minister To Lam clearly analyzed the administrative procedures that are currently acting as barriers, causing hardship for citizens and difficulties for businesses. He requested that members of the Task Force implementing the Government's Project 06 in various ministries and agencies study and immediately eliminate administrative procedures that are causing "burden to citizens."

Minister To Lam also noted that ministries and agencies should continue to strengthen security and safety measures, as this is a very important issue; and enhance proactive and effective guidance and training for officials and employees in ministries, agencies, and localities to proficiently implement digital skills and ensure security and safety in the digitization, connection, use, and development of data.

Regarding data digitization, the Minister assessed it as a difficult but very important task and emphasized that it "must be done"; he also requested ministries and agencies to continue accelerating the speed of data digitization and connection to the National Population Database to serve socio-economic development, management, and administration by the government and leaders at all levels. Issues related to standards and identification of house numbers were also raised by Minister To Lam, who requested their early completion according to the set roadmap.

Minister To Lam also requested that ministries and agencies closely coordinate with units of the Ministry of Public Security to integrate utilities into VNeID to serve the people, businesses, and society. To address the problem of junk SIM cards and the exploitation of high technology for fraud, Minister To Lam requested that members of the Task Force from relevant units, ministries, and agencies not engage in "illegal or clandestine SIM card sales," and to definitively resolve the issue of junk SIM cards and fake accounts on social media; and to clean up driver's license data.

Minister To Lam urged the accelerated implementation of electronic school records, expanding them nationwide from September 2024 to serve the new school year; and the completion of state policies and laws on e-commerce, creating a civilized, safe, and friendly environment, and preventing tax evasion. Regarding electronic health records and electronic health files, Minister To Lam proposed further promotion and early nationwide expansion.

Regarding Government Resolution 175 on building a national data center, Minister To Lam requested ministries and agencies to urgently complete specific tasks to "contribute data to the national data center," connecting, sharing, and developing data to serve the socio-economic development, security, and defense of the country.
