Nearly 12,000 commune, ward, town, village, and hamlet health stations have been playing the role of “gatekeepers” in primary health care for the people. The health sector always focuses on consolidating, strongly innovating, and improving grassroots health activities, while ensuring the balance of health human resources between levels; training human resources in sufficient quantity and strong quality; improving the quality of health services at all levels (including grassroots levels), aiming to achieve universal health coverage, so that everyone has access to quality services...

The grassroots health network is closest to the people and is the front line in disease prevention, health care, screening, early detection and disease control.
