Opening the "green light" for key projects
In accordance with Document No. 54/UBND-THĐT dated August 1, 2025, of the Provincial People's Committee on the implementation of the "24-hour green channel" and "60% green channel" mechanisms in the execution of administrative procedures for key projects, the Department of Construction requires specialized departments to focus on processing dossiers, ensuring speed and accuracy. Accordingly, upon receiving dossiers, the staff on duty at the "one-stop" service center will proactively review, classify, determine the priority level, and mark dossiers belonging to top-priority projects as "24-hour green channel" and dossiers with a "60% green channel" for those requiring a shorter processing time, so that the relevant departments can complete the related tasks within the stipulated time.

The "24-hour green channel" mechanism is applied to key infrastructure investment projects and projects in the science and technology sector. The "60% green channel" mechanism applies to investment projects in industrial parks and clusters, inland ports, logistics centers, social housing, urban areas over 100 hectares, domestic investment projects with a total capital of USD 10 million or more (depending on the sector), FDI investment projects with a total capital of USD 20 million or more (depending on the sector), and important projects directed by the Chairman of the Provincial People's Committee.
According to statistics from the Department of Construction, from August 1st to the present, the unit has received nearly 1,200 applications, including 20 priority applications under the "24-hour green channel" and "60% green channel" mechanisms. On August 29th, when submitting an application for approval of investment policy for a social housing project, representatives of Thanh Cong Land Joint Stock Company (Bac Ninh) were surprised to find that the response time was only 24 working days (the regulation stipulates 60 days). Gia Binh Real Estate Investment Joint Stock Company ( Hanoi ) also only had to wait 13 working days (nearly 20 days less than the regulation) to receive the results of the procedure for requesting the assignment of the investor without bidding for a social housing construction project that had already been approved.
Providing maximum support for businesses.
According to the Department of Construction, the province currently has 9 key infrastructure investment projects prioritized under the "24-hour green channel" mechanism, along with dozens of projects benefiting from the "60% green channel" mechanism. To expedite the completion of necessary procedures for these projects, the Provincial People's Committee has requested relevant departments and agencies to streamline construction permit procedures for projects with approved 1/500 detailed planning or areas with approved urban design; and to thoroughly decentralize the authority to handle administrative procedures in accordance with the two-tiered local government model, maximizing convenience for citizens, organizations, and businesses.

As the agency directly responsible for receiving and evaluating applications, the Department of Construction focuses on reviewing all administrative procedures under its management, while simultaneously restructuring internal processes and electronic procedures for administrative procedures applied to priority "green channel" projects. In addition, it guides investors in researching and determining priority levels when submitting applications to shorten waiting times.
However, after more than a month of implementing the "24-hour green channel" and "60% green channel" mechanisms, the specialized agencies and units of the Department of Construction are facing difficulties due to overlapping legal regulations, inconsistent coordination between sectors, and inadequate information technology infrastructure. Resolution 201/2025/QH15 dated May 29, 2025, of the National Assembly on piloting a special mechanism for social housing development has shortened the investment procedures for social housing projects from nearly two years to 70 days. Implementing the "green channel" mechanism further reduces the processing time by 60%, creating significant pressure on officials and civil servants. To overcome these difficulties, when receiving applications under the "green channel" mechanism, along with updating the processing progress according to the level, the Department of Construction assigns responsibility to each individual. At the same time, unnecessary procedures such as investment policy appraisal and construction design approval will be shortened. For cases where documents are in the process of being prepared, if requested, the Department of Construction is ready to provide support and guidance, ensuring that no additional documents are required when submitted to the "one-stop" service center.
“The ‘24-hour green channel’ and ‘60% green channel’ mechanisms are solutions for the province to achieve double-digit growth targets in 2025. Therefore, along with proposing and coordinating with relevant agencies to remove regulatory obstacles, the Department of Construction will promote the application of information technology, improve the quality of online public service delivery; strengthen training and workshops, and ensure smooth and effective implementation,” said Mr. Ngo Duc Thanh, Deputy Director of the Department of Construction.
