On the afternoon of September 8th, a representative from the Ho Chi Minh City Department of Health stated that the Department condemns the offensive image of a person wearing a white lab coat but assaulting, harming the health, and damaging the property of patients.
Upon checking the clinic, the doctor said the patient had posted online and demanded fees.
Accordingly, the incident occurred at the "Tuyết Chinh Dental Clinic," located at 49 Tran Thi Nghi Street, Hanh Thong Ward, Ho Chi Minh City.
After receiving the information, the Department of Health conducted a surprise inspection of Tuyet Chinh Dental Clinic at the aforementioned address that same morning.
At the time of inspection, the establishment provided a business registration certificate issued by the Department of Planning and Investment of Ho Chi Minh City to Tuyet Chinh Dental Company Limited, and a household business registration certificate issued by the People's Committee of Go Vap District (formerly).
Also at this address, the Ho Chi Minh City Department of Health issued a license for medical examination and treatment in 2019 to the Tuyet Chinh Dental Clinic, a business owned by Dr. NTTC, with Dr. NTTC in charge of technical expertise.
Through working with the Department of Health, Dr. NTTC stated that patient NTTT had been visiting the orthodontic clinic since 2021. Dissatisfied with the treatment results, the patient posted this information on social media and came to the clinic demanding the payment for the treatment already paid.
No matter the reason, this disgusting act of assault is unacceptable.
The Department of Health has identified the person in the white lab coat assaulting a patient as Dr. NTTC. The Ho Chi Minh City Department of Health believes that Dr. TC's assault and violation of patients' health and property is wrong, regardless of the reason.
Representatives from the Department of Health visited Hoan My Saigon Hospital to offer support and encouragement to the patient and their family following the incident. Currently, the victim's condition is stable, and they are continuing to be monitored at the hospital.
Notably, the inspection team noted several violations at Tuyet Chinh Clinic: failing to meet one of the conditions regarding facilities after being granted an operating license; and providing medical examination and treatment services beyond the scope of expertise stated in the medical examination and treatment operating license.
The clinic did not maintain patient records and medical charts according to the legally prescribed forms; and advertised medical examination and treatment services outside the scope of its professional activities as stated in its operating license.
During the inspection, the team noted that three medical staff members were practicing at the clinic but were unable to provide their professional licenses.
While the Hanh Thong Ward Police continue to investigate and collect evidence of the case, the Department of Health decided to temporarily suspend the clinic's operations, continue to clarify violations and strictly handle them according to regulations.
The Department of Health continues to coordinate with the City Police to verify the incident and will resolutely handle cases of violations of professional ethics and professional regulations in medical examination and treatment.
