The Secretariat requested not to be subjective, to strengthen inspection and response to storm No. 3.

On July 22, Party Central Committee Secretary and Chief of the Party Central Committee Office Le Hoai Trung signed and issued Official Dispatch No. 16188-CV/VPTW announcing the Secretariat's direction on responding to storm No. 3 (international name Wipha).

Official dispatch sent to provincial, municipal party committees, party committees directly under the Central Committee; Central Party committees; party committees of ministries, branches, socio- political organizations in the Central Committee; party committees of central public service units; comrades of the Central Party Committee. The official dispatch stated that, at the meeting on July 22, in the face of the complicated developments of storm No. 3, implementing the opinion of General Secretary To Lam, the Secretariat directed:

To proactively respond to storms and heavy rains, the risk of flash floods, landslides, inundation, ensuring the safety of people's lives and property and state assets, the Secretariat requests Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations not to be subjective, to strengthen direction, supervision, inspection and response to storm No. 3, to minimize damage. Update the situation daily and send reports to the Central Party Office (before 4 p.m. daily).

The Central Party Office shall preside over and coordinate with relevant agencies to monitor and synthesize the situation, and daily report on the situation to the Politburo and Secretariat.
