The Party Central Committee has just issued a directive on strengthening the Party's leadership over the development of social housing in the new situation.
In this Directive, the Party Central Committee Secretariat requests that Party committees, Party organizations, government agencies, the Vietnam Fatherland Front, and other socio -political organizations thoroughly understand and effectively implement a number of tasks and solutions.
The directive requires the effective implementation of housing support programs, especially for people who have rendered meritorious services to the revolution, their relatives who are facing housing difficulties, and poor households in rural areas, ethnic minority regions, and mountainous areas. It aims to ensure that 100% of people who have rendered meritorious services to the revolution and their families receive adequate housing care.

Notably, the Party Central Committee requested the implementation of planning and arrangement of independent social housing projects, or within commercial housing projects, in locations with convenient transportation access. These projects should be linked to industrial centers, ensuring synchronization of essential technical and social infrastructure.
The State prioritizes allocating land and capital, creating a favorable environment for the development of social housing. There should be substantial and attractive incentive mechanisms and policies to attract and encourage domestic and foreign economic entities to invest in and develop social housing, and to implement housing support policies for eligible individuals.
The development of social housing requires diversity in types, mechanisms, and policies for purchasing, renting, or lease-purchasing social housing, accommodation, and dormitories for workers, low-income urban residents, students, and members of the armed forces, at prices suitable to the affordability of each beneficiary group.
In addition, according to the Party Central Committee, it is necessary to increase the proportion of social housing for rent. Emphasis should be placed on providing housing and land support for people with meritorious service to the revolution, the poor, and other policy beneficiaries, ensuring compliance with land use planning and plans, construction planning, and housing development plans in each stage of the locality...
Social housing and housing supported by the State under targeted programs, as well as worker accommodation, must ensure quality of construction, architecture, and landscaping, fully meet standards, regulations, security, safety, fire prevention and control, and have integrated essential technical and social infrastructure...
Support and incentive policies must ensure transparency, fairness, and target the right beneficiaries; accurately and fully calculate all reasonable and legitimate costs in determining social housing. Incentives should be given to projects following green and energy-saving models.
The directive also calls for research into the issuance of specific mechanisms and policies on social housing for workers and members of the armed forces. It also calls for improving legislation and creating favorable mechanisms and policies to enable the Vietnam General Confederation of Labor to participate in the development of social housing using trade union funds.
Relevant agencies and units need to issue mechanisms and policies that facilitate and empower localities to proactively allocate budget for the construction of social housing projects. They should also carry out compensation, land clearance, and resettlement support to ensure clean land is available for social housing...
The Party Central Committee Secretariat has directed the acceleration of administrative procedure reforms, creating favorable conditions for businesses to participate in the investment and development of social housing, and ensuring that eligible beneficiaries can easily access this type of housing.
The development of social housing requires mechanisms and policies that provide incentives for green models, energy-efficient construction, sustainable development, and low carbon emissions. Priority should be given to allocating appropriate state budget funds from both central and local governments, and promoting the socialization of capital, especially from domestic and foreign businesses.
The directive also mentions studying the formation of a social housing development fund or a suitable financial institution model for long-term, sustainable development, expanding capital sources from local development investment funds and from abroad. The Party Central Committee Secretariat requested that decentralization of power be coupled with strengthened inspection, auditing, and supervision. There should be sufficiently strong sanctions to prevent and promptly and strictly handle violations and abuses of policies. Research should be conducted on establishing and setting up operational mechanisms for state-owned enterprises specializing in the investment and development of social housing.
