In the first six months of 2024, the Provincial Steering Committee 35, along with local authorities and units, actively advised and directed the rapid, responsive, and timely implementation of numerous solutions to protect the Party's ideological foundation and combat erroneous and hostile viewpoints. This resulted in significant achievements, stabilizing the ideological situation, fostering social consensus, and effectively fulfilling the province's political tasks.

The awareness and revolutionary vigilance of Party committees, government agencies, mass organizations, cadres, Party members, and the people in the province have continued to improve. In leadership and guidance, a close and synchronized approach has been adopted, combining solutions between "construction" and "combat," integrating political and ideological education, ethics, and culture with the implementation of socio -economic development tasks, ensuring national defense and security, poverty reduction, and improving the quality of life for the people.

We have proactively grasped the ideological situation and public opinion, promptly identified emerging issues, predicted and provided timely and responsive solutions for combating and preventing them, preventing hostile forces from exploiting sensitive issues, gathering forces, forming organizations, distorting facts, and inciting the masses to oppose the Party and the State. This has contributed to maintaining political security and social order, creating favorable conditions for the successful organization of major and important national and provincial events in the area.

Over the past six months, the province's external information work has been implemented synchronously and effectively, contributing to creating a favorable environment for socio-economic development and international integration. Party committees at all levels have consistently paid close attention to leading and directing external information work, contributing to accelerating the process of international integration and enhancing Ninh Binh 's position.

This will strengthen and expand cooperative relations with localities within the country and with international countries and organizations; promote economic and trade relations, attract foreign investment and tourists to Ninh Binh.

Departments, agencies, localities, organizations, and businesses in the province have actively participated in foreign affairs activities, yielding many positive results. The province has effectively utilized the strengths of its media to promptly inform and guide the implementation of political, economic, cultural, and social events, as well as the policies and results of major projects and key tasks; and has promoted the image of Ninh Binh's land and people, and its potential and strengths, to international friends.

Understanding the people's situation thoroughly and promptly resolving difficulties and obstacles at the grassroots level is crucial to avoid being caught off guard or unprepared. Solutions are needed to encourage more insightful and combative articles, based on sound theoretical and practical foundations, to effectively counter and refute erroneous viewpoints and harmful information.

The Provincial Party Committee's Propaganda Department is strengthening its information and communication work, guiding the press; providing timely information on complex and sensitive events and incidents so that localities, agencies, and units can promptly guide public opinion, stabilize the situation, and maintain political security and social order.

The Department of Information and Communications is strengthening its management of press and publishing, information, and communication, especially on the Internet and social media; and strictly handling cases of disseminating false information and documents in the press and on social media.

The comrade also requested the Provincial Radio and Television Station, Ninh Binh Newspaper, and the Provincial Journalists Association to strengthen information and propaganda efforts so that all segments of the population understand the Party, State, and provincial policies and guidelines on socio-economic development, Party building and the political system, and ensuring national defense and security; and to promptly publish high-quality and valuable news articles to counter the distorted narratives of hostile forces.

At the same time, allocate sufficient time to publicize major political events of the country and the province taking place from now until the end of 2024, focusing on publicizing the Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Party Congress.

The provincial police, in coordination with relevant agencies, Party committees, and local authorities, proactively monitor the situation, analyze, assess, and forecast developments, and devise plans to combat, prevent, and handle the subversive plots and tactics of hostile forces, especially in cyberspace, aimed at undermining internal affairs and undermining ideology.

The Provincial Military Command and the Provincial Border Guard Command continue to promote the role of the 47th force in combating cyberspace; they serve as the main coordinating body with the Provincial Steering Committee 35 and the districts and cities to effectively combat and refute information on the Internet and social media.

The Steering Committees 35 of localities and units should promptly consolidate, innovate, and improve the quality of their operations; strictly implement regulations on protecting state secrets and internal political security; pay attention to handling and resolving pressing issues arising from the grassroots level, contributing to the successful implementation of the political tasks of the localities, units, and the province.

Regarding external information activities, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested continued effective implementation of directives and guidelines from the Central Government and the province on external information work.

Strengthening the leadership, guidance, and role and responsibilities of the Provincial Steering Committee for External Information Work; local Party committees, governments, agencies, and units need to comprehensively implement external information work in all three areas: Party diplomacy, State diplomacy, and people-to-people diplomacy.

Actively innovate external information work, diversify information forms; strengthen the application of new communication methods, apply information technology, and digital transformation in external information activities. Effectively implement the plan of the Provincial Party Standing Committee on implementing Conclusion No. 71, dated February 16, 2024, of the Politburo on a number of major tasks and solutions for implementing the foreign policy guidelines of the 13th Party Congress.

Focus on disseminating and thoroughly understanding Directive No. 35, dated June 14, 2024, of the Politburo and the guiding documents of Party committees at all levels regarding the Party congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party; continue to promote the guiding spirit of General Secretary Nguyen Phu Trong: "building and developing a comprehensive, modern Vietnamese foreign policy and diplomacy, imbued with the unique identity of 'Vietnamese bamboo'."

Strengthen information and communication about the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, especially the province's future development orientation.

The Provincial Steering Committee for External Information Work coordinated the printing of informational materials about Ninh Binh's cultural traditions, potential, and strengths in multiple languages to contribute to the widespread promotion of Ninh Binh's land and people to international friends; strengthened professional training for staff working in external information in the province; organized training courses on external information skills; and advised on organizing delegations to exchange and learn from experiences in external information work both domestically and internationally, contributing to improving the quality of external information work in the province…
