In 2023, thoroughly implementing the directives of the Politburo , the Secretariat, the Central Steering Committee 35, the Central Steering Committee for External Information Work, the Provincial Party Standing Committee, the Provincial Steering Committee 35, and the Provincial Steering Committee for External Information Work seriously implemented the tasks as planned, achieving many results.
Notably, the department effectively directed and organized information and propaganda activities for national and provincial holidays, anniversaries, and important political events in 2023. It also effectively directed and organized the study, understanding, implementation, preliminary review, and final evaluation of Party resolutions and directives concerning the protection of the Party's ideological foundation, the fight against and refutation of erroneous and hostile viewpoints, and external information dissemination.
The Provincial Steering Committee 35 has actively directed the synchronized implementation of solutions to protect the Party's ideological foundation and combat erroneous and hostile viewpoints. This includes closely and synchronously combining solutions between socio-economic development and ensuring social security with political and ideological propaganda and education, emphasizing and directing the effective implementation of exemplary conduct in ethics and responsibility in public service by cadres, Party members, civil servants, and public employees, especially those in leadership positions. It proactively monitors the ideological situation and public opinion, promptly identifies emerging issues, forecasts them, and provides quick, sensitive, and timely solutions for combating and preventing them.
The Provincial Steering Committee for External Information Affairs has directed the innovation and organization of many external affairs activities; receiving numerous foreign delegations visiting and working in the province, including many high-level delegations, in conjunction with establishing relationships, strengthening exchanges, and promoting investment cooperation between Ninh Binh province and localities nationwide and countries around the world. Many tourism, cultural, artistic, sports, and national and international scientific conferences and events have been successfully organized, serving the province's political tasks, promptly meeting the needs of the people, and contributing to promoting and showcasing the province's potential and advantages, as well as enhancing investment attraction.
During the conference, delegates clarified the achievements made, shared experiences in protecting the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints, and conducting external information work. Delegates also raised difficulties and obstacles, and proposed recommendations on several issues requiring the leadership and guidance of provincial steering committees to improve the quality and effectiveness of the work in the future.

Concluding the conference, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the two Steering Committees, affirmed: The work of protecting the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints, and the province's external information work have continued to receive close and serious attention and leadership from Party committees and authorities at all levels in the province, achieving many positive results. This has contributed to maintaining political and social stability; creating enthusiasm, trust, and consensus among the people, and successfully fulfilling the province's political tasks in 2023.
Emphasizing the key tasks of the Steering Committee 35 for 2024, the comrade suggested that, in addition to the tasks already mentioned in the draft report, it is necessary to continue directing the effective implementation of the Party's resolutions, directives, and conclusions on protecting the Party's ideological foundation and combating erroneous and hostile viewpoints; in which, clearly defining the role and responsibility of the head and each cadre and Party member in carrying out this work.
Strengthening propaganda efforts to raise awareness and vigilance among cadres, Party members, civil servants, and all segments of the population through various forms, types, and means; especially leveraging the effectiveness of information technology to disseminate positive and official information on the Internet and social media, contributing to creating a stable political environment, attracting investment, and promoting the socio-economic development of the province.
Strengthen the understanding of the thoughts of cadres, Party members, and the people; implement measures to disseminate information, prevent, and handle dissenting statements, information sharing, and comments on social media; and ensure the maintenance of political security and social order in the area. Particular attention should be paid to understanding the thoughts of cadres, Party members, and the people regarding the reorganization of district and commune-level administrative units in the province during the 2023-2030 period; and the preparation for organizing Party congresses at all levels leading up to the 23rd Provincial Party Congress and the 14th National Party Congress.
Strengthening incisive articles and reports with sound theoretical and practical foundations, and persuasive arguments to combat and refute erroneous, harmful, and toxic viewpoints, contributing to the protection of the Party's ideological foundation; continuing to improve the quality of activities of the Steering Committee 35 at all levels.
Regarding the Steering Committee for External Information Work, the comrade suggested that it should continue to effectively implement the guiding and directing documents from the Central Government and the province on external information work; ensuring effectiveness, substance, and suitability to the specific circumstances of the province and each locality and unit.
The provincial press agencies continue to improve the quality of content in radio and television programs on foreign affairs; promptly reporting on foreign affairs events of the Party, State, and province. In particular, they dedicate significant time to promoting the province's potential, advantages, foreign policy, and safe and favorable investment environment; and intensifying the promotion of Ninh Binh's tourism and culture. They regularly coordinate closely with central and provincial/city press agencies nationwide to develop, edit, broadcast, and publish programs, news, and articles about the province; contributing to enhancing the image of Ninh Binh and its people to domestic and international friends.
Strengthening professional training and skills development for officials and civil servants working in external information affairs in the province. Actively combating and refuting the distorted narratives of hostile forces, contributing to consolidating the people's trust in the correct foreign policy of the Party and State, maintaining political stability, and successfully implementing the province's socio-economic development tasks.
Focus on investing in information and communication products that promote the potential, strengths, socio-economic development, and cultural identity of Ninh Binh in foreign languages. Actively and effectively participate in national journalism awards launched by the Central Government.
Along with continuously innovating and improving the quality of the two Steering Committees' operations, the comrade suggested that it is necessary to do a good job of commending and rewarding collectives and individuals with outstanding achievements in protecting the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints, and in the province's external information work.
He also clarified and addressed the suggestions and proposals raised by the delegates at the conference.
