Issuing the Framework for the Development of Vietnam's Digital Infrastructure.

The Information and Communication Technology (ICT) infrastructure plan for the period 2021-2030, with a vision to 2050, places a strong emphasis on developing digital infrastructure.

Specifically, the digital infrastructure is planned to develop according to the following orientation: "Broadband telecommunications network ensuring large capacity, high speed, modern technology, and widely integrated Internet of Things (IoT) infrastructure ensuring harmonious development, effectively serving digital transformation, digital government, digital economy , digital society, and national security and defense."

The Ministry of Information and Communications' view is that Vietnam's digital infrastructure must ensure ultra-large capacity, ultra-wide bandwidth, widespread availability, sustainability, "green," smart, open, and secure. Digital infrastructure must be invested in ahead of time to serve the national digital transformation, the development of the digital economy, and the digital society.

Therefore, the Ministry of Information and Communications has issued the Framework for the Development of Vietnam's Digital Infrastructure. This serves as the basis for the Ministry of Information and Communications to issue, or submit to competent authorities for issuance, policies to promote development and regulations to manage digital infrastructure.

According to the Department of Telecommunications 9 (Ministry of Information and Communications), the digital infrastructure development framework is built on Vietnam's approach, while also reflecting the evolution and expansion from traditional telecommunications infrastructure to new infrastructures.

The four main components of Vietnam's digital infrastructure include: telecommunications and Internet infrastructure; data infrastructure; physical-digital infrastructure; and digital utility and technology infrastructure such as services.

Specifically, telecommunications and Internet infrastructure is the essential connectivity foundation for all activities in the digital age, including fiber optic cables, transmission systems, base stations, mobile networks (4G, 5G, 6G), Wifi, satellites, routing systems, DNS servers, Internet exchange points, etc.

Data infrastructure ensures the efficient storage, processing, and utilization of the enormous volume of data generated in the digital age.

The physical-digital infrastructure digitizes the real world , creating a "one-to-one" mapping between the real world and the digital world. This is the most important component of digital transformation. Thanks to this infrastructure, people have another space to live, work, and create.

Digital infrastructure and digital technology as a service: Digital infrastructure provides tools for people to conduct transactions in the digital environment; digital technology as a service refers to software platforms that provide advanced technologies as a service, allowing organizations and businesses to access and utilize them instead of investing in their own infrastructure, thereby saving costs and adapting quickly to the Fourth Industrial Revolution.

In addition, the Ministry of Information and Communications also clearly stated specific criteria for each requirement in the development of Vietnam's digital infrastructure, including ultra-large capacity, ultra-wide bandwidth, sustainable adoption, "green," smart, open, and secure.

The Department of Telecommunications is responsible for monitoring, evaluating, and updating the Vietnam Digital Infrastructure Development Framework to suit Vietnam's realities and global digital infrastructure development trends. Other units, based on their functions and responsibilities, propose policies, regulations, and solutions for the development of Vietnam's digital infrastructure to competent authorities.

Telecommunications and digital technology businesses will base their investments and development of digital infrastructure components on the Vietnam Digital Infrastructure Development Framework, the Information and Communication Technology Infrastructure Development Plan, and their own strategies, plans, and development orientations.
