On the morning of May 27th, Deputy Prime Minister Tran Hong Ha chaired a nationwide in-person and online meeting on the draft Decree on the management and development of social housing.
At the meeting, delegates discussed and agreed on the regulation that land use fees should be calculated at the time the project investor resells social housing after 10 years of leasing.
As for those who buy social housing, which is an apartment in a condominium building, they can resell it after 5 years and do not have to pay land use fees.
However, regarding the regulation that requires the payment of land use fees for the sale of social housing that is a detached house (built in communes in ethnic minority and mountainous areas), Deputy Prime Minister Tran Hong Ha requested a review and calculation to establish specific regulations to ensure the rights of ethnic minority people and people in disadvantaged areas.
Regarding issues related to the development of social housing by commercial housing project developers, delegates proposed allowing developers to suggest methods of implementation such as allocating a portion of the land, providing alternative land, or paying an amount equivalent to the value of the land already used for infrastructure development to build social housing, with a minimum ratio of 20%.
Reselling social housing after 10 years of renting requires payment of land use fees.
Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, requested that the amount of money that the investor of a commercial housing project pays into the budget, equivalent to the value of the land fund for which technical infrastructure has been built for social housing, be clearly stated and used solely for the development of social housing.
Vice Chairman of the Quang Binh Provincial People's Committee Phan Phong Phu proposed adding a provision to encourage commercial housing investors in urban development projects to allocate funds for building social housing on the allocated land instead of paying the money into the state budget.
Concluding with several important points, the Deputy Prime Minister requested the Ministry of Construction to coordinate with the Ministry of Finance, the State Bank of Vietnam, etc., to study mechanisms for mobilizing and utilizing resources for social housing development in a unified and focused manner.
In this process, funding from the state budget plays a leading role, along with contributions from commercial housing project developers and other social sources, ensuring that commercial banks are not burdened when participating in preferential credit packages for social housing.
The decree needs to include more long-term policy regulations on planning and land allocation in urban and rural development, and to allocate state budget funds, combined with other sources, to social housing projects.
The Deputy Prime Minister instructed the Ministry of Construction to coordinate with other ministries and agencies to review and minimize the procedures for implementing social housing projects, simplify criteria for identifying eligible individuals, and simplify the conditions and procedures for renting or purchasing social housing.
Simultaneously, clarify the criteria for social housing, encourage private enterprises to invest in social housing projects; establish a post-inspection mechanism for social housing projects; and add regulations on converting land funds or resettlement housing projects into social housing…
