The Standing Committee of Ha Tinh Provincial Party Committee gave opinions on the content submitted to the Provincial People's Council meeting.

The Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Ha Tinh, Hoang Trung Dung, requested the Provincial People's Committee to incorporate the opinions of the Standing Committee of the Provincial Party Committee to further research, review, and revise the content of the submissions and draft resolutions to ensure consistency, suitability to reality, and adherence to central regulations.

Provincial Party Secretary - Chairman of the Provincial People's Council Hoang Trung Dung chaired the meeting.

On the afternoon of September 19th, under the chairmanship of the Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, the Standing Committee of the Provincial Party Committee met to discuss the contents to be presented at the 15th session of the 18th Provincial People's Council and some matters within its authority.

Permanent Deputy Secretary of the Provincial Party Committee Tran The Dung, Chairman of the Provincial People's Committee Vo Trong Hai, members of the Standing Committee of the Provincial Party Committee, Vice Chairmen of the Provincial People's Council, and Vice Chairmen of the Provincial People's Committee were also present.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh reported on the contents to be presented at the Provincial People's Council session and some other important issues.

The meeting heard reports from representatives of the Party Committee of the Provincial People's Committee on the submissions and draft resolutions to be presented at the 15th Session of the 18th Provincial People's Council, including: a Resolution assigning the number of commune-level officials, civil servants, and non-specialized personnel at the commune level in the province in 2023; a Resolution stipulating the titles, allowances, and concurrent positions of non-specialized personnel at the commune, village, and residential group levels; the allocated budget for the operation of socio- political organizations at the commune level; the monthly support and concurrent position allowances for those directly participating in activities at the village and residential group levels; and allowances for some other positions in Ha Tinh province.

Resolutions supplementing the medium-term public investment plan using local budget funds for the period 2021-2025 include the project to upgrade the office building and auxiliary facilities of the Provincial Inspectorate headquarters; and a Resolution on policies supporting compensation, land clearance, and resettlement for the project to build a water supply system for the Vung Ang Economic Zone.

In addition, the meeting also heard reports on matters related to the conversion of forest land to other uses for the implementation of the 500 kV Quang Trach - Quynh Luu power line project, the section passing through Ha Tinh province; amendments to some contents of the plan for collecting, transporting and processing household waste in the province until 2025 and beyond; and the policy to adjust the investment registration certificate for the Hanoi Beer - Nghe Tinh Factory project.

Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh reported on the content of the 15th session of the 18th Provincial People's Council.

Following that, representatives from the Party Committee of the Provincial People's Council also reported on eight items to be submitted for the issuance of specialized resolutions at the 15th Session of the 18th Provincial People's Council. The session will take place over one half-day, scheduled to open on the morning of September 22nd at the meeting hall on the 4th floor of the Provincial People's Committee Office.

Commenting on the contents of the reports submitted by the Party Committee of the Provincial People's Council and the Party Committee of the Provincial People's Committee to the Standing Committee of the Provincial Party Committee for presentation at the 15th Session, the delegates expressed high consensus. Delegates believed that the draft resolution to be presented at the session must ensure legal procedures and the necessity of its issuance.

Chairman of the Provincial Fatherland Front Committee Tran Nhat Tan discussed the contents of the Resolution stipulating the titles, allowances, and concurrent positions of non-professional personnel at the commune, village, and residential group levels; the allocated operating budget for socio-political organizations at the commune level; the monthly support and concurrent position allowances for those directly involved in activities at the village and residential group levels; and the allowances for some other positions in Ha Tinh province.

The delegates focused their discussions on clarifying several related issues. Many opinions expressed strong agreement and consensus on the necessity of adjusting and promptly issuing a Resolution regulating the titles, allowances, and concurrent duties of part-time officials at the commune, village, and neighborhood levels; the allocated operating budget for socio-political organizations at the commune level; the monthly support and concurrent duty allowances for those directly involved in activities at the village and neighborhood levels; and allowances for some other positions in Ha Tinh province, as well as policies on compensation, land clearance, and resettlement for the water supply system construction project for the Vung Ang Economic Zone...

Deputy Secretary of the Provincial Party Committee Tran The Dung suggested that the contents should be carefully reviewed before being submitted to the session.

Concluding the meeting, the Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, highly appreciated the heartfelt and responsible opinions of the delegates. The Provincial Party Secretary emphasized that the Provincial Party Standing Committee had focused on thorough discussion and exchange, thereby reaching a consensus with the proposals of the Party Committee of the Provincial People's Committee on the contents presented at the meeting.

The Provincial Party Secretary also gave specific comments on each draft resolution. He requested the Party Committee of the Provincial People's Committee to incorporate the opinions of the Provincial Party Standing Committee, and to continue researching, reviewing, and revising the content of the submissions and draft resolutions to ensure consistency, suitability to reality, and adherence to central regulations.

Regarding specific contents related to the draft Resolution stipulating the titles, allowances, and concurrent duties of part-time officials at the commune, village, and residential group levels; the lump-sum funding for the operation of socio-political organizations at the commune level; the monthly support and concurrent duty allowances for those directly involved in activities at the village and residential group levels; and the allowances for some other positions in Ha Tinh province, a thorough review and compilation of reports to the Provincial Party Standing Committee are required. The Party Committee of the Provincial People's Committee directs the Provincial People's Committee and relevant departments and agencies to finalize the contents and submit them to the Provincial People's Council committees for review within the prescribed timeframe.

At this meeting, the Provincial Party Secretary also outlined several key tasks for the immediate future, focusing on directing the implementation of socio-economic development tasks from now until the end of the year; paying attention to attracting investment, collecting budget revenue, accelerating the disbursement and implementation of public investment capital, creating favorable conditions for investors to implement projects; proactively working with investors who have committed at investment promotion conferences; and directing the implementation of the reorganization of district and commune-level administrative units. Inspection and supervision teams of the Provincial Party Standing Committee will implement tasks according to the program and plan, ensuring the set progress.
