On July 16, 2023, the People's Committee of Hai Phong City issued Document 1690/UBND-TL directing and requesting the city's departments, branches, and People's Committees of districts to strictly implement Official Dispatch No. 53 dated July 15, 2023 of the City's Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense to proactively respond to storm No. 1 (storm Talim).

Accordingly, the Hai Phong City government requested the People's Committees of Do Son and Cat Hai districts to review, compile statistics, and prepare plans to ensure safety for tourists at coastal and island tourist areas. At the same time, prepare plans to handle landslides on coastal and mountain roads at risk of landslides.
