On the afternoon of October 20th, the Da Nang City People's Committee held an online meeting with local authorities regarding the response to heavy rain and Typhoon No. 12 (Fengshen).
At the meeting, the Da Nang City Civil Defense Command stated that forecasts analyzing Typhoon No. 12 indicate a fast-moving, strong typhoon with the potential to cause strong winds, heavy rain, flash floods, and coastal flooding.
Forecasts indicate that from October 27th to 28th, the Da Nang area will experience heavy rainfall with total rainfall generally ranging from 100-200mm, and exceeding 300mm in some places; strong winds of force 8-9, with gusts of force 13-16 near the storm's center.
According to the Da Nang City Border Guard, as of the morning of October 20th, the city has 4,148 fishing vessels with over 21,000 workers, of which 264 vessels are still operating at sea.
The Da Nang City Border Guard has now issued a notice, urging ships and boats to move out of the dangerous area, and is preparing rescue forces and equipment.
The Da Nang City Civil Defense Command said that localities need to prepare evacuation plans for more than 210,000 people in the event of a strong storm.

Concluding the meeting, Mr. Tran Nam Hung, Vice Chairman of the Da Nang City People's Committee, acknowledged that while the storm might be mild in terms of wind speed, it is predicted to bring very heavy rainfall.
According to Mr. Hung, Da Nang also experienced heavy rain in previous periods. Therefore, the rain from October 23rd to 26th is predicted to be very heavy, exceptionally heavy in some areas, posing a potential risk of deep flooding, landslides, and isolating many areas.
To proactively respond, Da Nang city leaders agreed to mobilize approximately 300 small and medium-sized boats from volunteer organizations and armed forces, deploying them in key wards and communes.
These boats will be used to assist residents in transportation and deliver essential supplies in case of severe flooding in residential areas and alleyways. The city is also studying the option of distributing life jackets to residents in low-lying areas.
Mr. Hung requested that communes and wards proactively activate the "4 on-the-spot" plan, be ready to evacuate people from low-lying, landslide-prone areas, and suspend classes for students when heavy rain occurs.
"We need to widely disseminate information to the people, advising each household to stock up on enough food for several days, avoiding the situation where people only buy instant noodles when the storm arrives. We must not be caught off guard, and we must not leave people isolated, hungry, or cold. For households facing difficulties, the government will provide timely assistance," Mr. Hung emphasized.
Bring the lake water level back to a safe level before the evening of October 22nd.
At this meeting, the leaders of the Da Nang City People's Committee requested that all units and localities complete all preparatory work and bring the reservoir water levels to safe levels as prescribed before 5 PM on October 22nd, ensuring a proactive and effective response to Typhoon No. 12.
