Closing Ceremony of the 31st (Expanded) Meeting of the Executive Committee of the Dak Lak Provincial Party Committee

On the afternoon of April 4th, continuing its work program, the 31st (expanded) Conference of the Executive Committee of the Dak Lak Provincial Party Committee proceeded to summarize and explain the discussion points and conclude the conference.

Previously, delegates divided into three discussion groups and contributed 24 opinions on important issues. Most delegates agreed with and highly appreciated the results achieved as presented in the reports and documents at the conference, while also suggesting the need to add and specify some points, such as: Regarding tasks for the second quarter of 2025, it is necessary to add the content of coordinating the organization of large-scale cultural events in the locality; strengthening guidance and understanding the thoughts, feelings, and aspirations of cadres, Party members, civil servants, and public employees affected by the closure of district-level administrative units and the merger of commune-level administrative units; and calculating and clearly defining resources and a specific implementation roadmap to achieve a growth target of 8% or more, in line with the actual situation, especially during the period of reorganization and restructuring of administrative units at all levels.

Ms. Huynh Thi Chien Hoa, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, delivered a speech at the conference.

Delegates also proposed continuing to implement decisively and effectively the tasks and solutions to increase budget revenue; accelerating the allocation of capital for the implementation of national target programs, especially the New Rural Development Program; establishing a working group to resolve difficulties and obstacles in the implementation of professional tasks and administrative procedures after organizational restructuring; improving the effectiveness of investment promotion; continuing to effectively implement the work of eliminating temporary and dilapidated houses in the province; strengthening national defense and security, ensuring security, order and social safety…

At the conference, leaders of relevant departments and agencies directly discussed and clarified issues related to the reorganization of the political system's apparatus in accordance with Resolution No. 18-NQ/TW; poverty reduction, elimination of temporary and dilapidated houses; adjustment of district-level land use planning and plans; attracting and soliciting investment; solutions for socio-economic development; and ensuring economic growth targets of 8% or higher…

Concluding the conference, Central Committee member and Provincial Party Secretary Nguyen Dinh Trung emphasized that in the coming period, the international and domestic situations are expected to present both advantages, opportunities, difficulties, and challenges. Therefore, the entire political system must focus on leveraging existing potential and advantages, taking advantage of the attention of the Central Government, the support of the business community and the people, and striving with determination to overcome difficulties and challenges, and to best fulfill the assigned tasks.

All levels, sectors, and localities need to continue to seriously, promptly, and effectively implement Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam; the conclusions of the Politburo and the Secretariat; and other central documents on reforming and streamlining the organizational structure of the political system to ensure efficient and effective operation. They need to do a good job of propaganda, mobilization, and ideological guidance, ensuring national unity and creating high consensus and unity among cadres, Party members, civil servants, and all strata of the people in organizing and implementing the restructuring of the organizational structure and administrative units.

Agencies, organizations, units, and localities throughout the province are urged to promptly complete the digitization of documents; manage and utilize assets, finances, and office premises economically and efficiently; proactively review and propose to the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to issue, supplement, and amend documents, regulations, and rules... in a way that is consistent with reality, promoting decentralization and delegation of power... ensuring that agencies, organizations, units, and localities, after the administrative unit reorganization (provincial and commune levels), operate smoothly, effectively, and efficiently immediately, without interruption of work, without leaving any areas or fields vacant, and without affecting the normal operation of agencies, units, organizations, and society.

In addition, continue to effectively implement Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on "Breakthrough in the development of science, technology, innovation, and national digital transformation"; focus on leading and directing the entire political system to continue implementing measures to fulfill socio-economic development tasks; effectively organize the implementation of administrative procedure reform, creating a favorable investment and business environment for businesses and people; strengthen the work of ensuring political security and social order and safety during major national and provincial holidays and important events; focus on improving the material and spiritual lives of the people, especially in remote areas and areas inhabited by ethnic minorities; effectively implement social security policies; effectively organize the implementation of the program to eliminate temporary and dilapidated houses in the province, and soon achieve the set goals and requirements…
