Maritime and inland waterway authorities continuously monitor wind patterns and directions to inform and guide vessels when granting permission to leave port; they also closely monitor and manage vessels departing from port and maintain regular contact with vessels currently in operation.

The Ministry of Construction has just issued Official Dispatch No. 104 to the Vietnam Maritime and Inland Waterways Administration, the Vietnam Road Administration; the Maritime Search and Rescue Coordination Center and the Maritime Electronic Information Company Limited regarding preparations to respond to strong winds at sea due to weather conditions.

According to the National Center for Meteorological and Hydrological Forecasting, from December 12th to 14th, the area from Quang Tri to Da Nang city, the eastern parts of the provinces from Quang Ngai to Dak Lak and Khanh Hoa will experience moderate rain, with some areas experiencing heavy rain.

From December 13th, the Northern region will experience intensely cold weather, with some mountainous areas experiencing severe cold; the lowest temperatures in the mountainous and midland areas of the Northern region will generally range from 7 to 10 degrees Celsius, with some high mountainous areas experiencing temperatures below 5 degrees Celsius.

From December 13th, in the Gulf of Tonkin, the northern part of the South China Sea, the sea area from southern Quang Tri to Ca Mau , the central part of the South China Sea, and the western part of the southern South China Sea (including the western sea area of ​​the Truong Sa archipelago), there will be strong northeasterly winds of force 6-7, gusting to force 8-9, with rough seas.

In order to implement Official Dispatch No. 40/CĐ-BCĐ-BNNMT dated December 11, 2025, of the National Steering Committee for Civil Defense, and to proactively and promptly respond to heavy rain, severe cold, frost, and strong winds at sea, the Ministry of Construction requests agencies and units to immediately implement the following contents:

The Vietnam Maritime Electronic Information Company Limited directs the coastal information station system to monitor, update, and process information immediately, and promptly notify the location, developments, and direction of wind movement so that vessels and captains of ships operating at sea are aware and can proactively take precautions, escape, or avoid moving into dangerous areas.

Monitor the direction of the wind and guide ships out of port.

The Vietnam Maritime and Inland Waterway Administration directs maritime and inland waterway port authorities to continuously monitor wind developments and directions to inform and guide vessels when granting permission to leave port; to closely monitor and manage departures and maintain regular contact with vessels operating in wind-affected areas, including cargo ships and tourist vessels, to promptly handle any adverse situations that may occur; and to inspect and guide mooring at berths, especially in mooring areas around islands.

The Ministry of Construction has requested the Vietnam Maritime Search and Rescue Coordination Center to prepare its forces and equipment to participate in search and rescue operations when ordered.

The Vietnam Road Administration is responsible for directing road management areas to closely monitor weather forecasts and warnings about heavy rain that may cause floods and inundation, in order to proactively prevent and mitigate the effects, especially in localities that are focusing on overcoming the consequences of recent floods.

This agency also needs to maintain its leadership and management functions, and be ready to transfer supplies and equipment when requested by the locality to ensure that traffic is restored quickly, safely, and effectively; and prepare forces and vehicles to participate in rescue and relief operations when ordered.
