Binh Phuoc: Over 2.956 billion VND to be allocated for new rural development in 2025.

Accordingly, the specific target by the end of 2025 is to strive to have one more commune recognized by the Chairman of the Provincial People's Committee as meeting the standards of a New Rural Area, bringing the cumulative total to 84 out of 86 communes (excluding Nghia Binh and Dong Nai communes in Bu Dang district, as 100% of their area is within the mineral resource planning area according to Decision No. 866/QD-TTg dated July 18, 2023, and Decision No. 1277/QD-TTg dated November 1, 2023, of the Prime Minister approving the national mineral reserve area).

The goal is to have 9 more communes recognized by the Chairman of the Provincial People's Committee as achieving advanced new rural standards and 7 communes recognized as achieving model new rural standards.   The goal is to have Dong Phu district recognized by the Prime Minister as a district meeting the standards of the New Rural Development program , and to submit dossiers to the Central Government for assessment of New Rural Development standards for Chon Thanh town, Loc Ninh district , and Phu Rieng district.   Dong Phu district continues to maintain and improve the criteria for a New Rural District ; at the same time, it implements the criteria for an advanced New Rural District .

Strengthen investment in essential infrastructure serving production and people's lives in rural areas. Focus on directing and implementing production development, increasing income for rural people, and supporting sustainable value chain production linkages on a large scale for key product groups. Continue to effectively implement the 6 thematic programs in building new rural areas. Continue to build model new rural residential areas. The average number of criteria met across the province is 18.84 out of 19 criteria (Criteria for communes achieving new rural area standards).

To achieve the above objectives, the Provincial People's Committee has also set out 6 key areas and 8 tasks and solutions for implementation. Among these, the 8 tasks and solutions include: Further enhancing the role and responsibility of Party committees, governments at all levels, and the entire political system in building new rural areas, especially the role of the leaders, recognizing that building new rural areas "has a starting point, but no end point." Continuing to finalize regulations and guidelines for implementing the program. Continuing to promote propaganda, training, and raise awareness among officials and rural people about the new content and requirements of the program; effectively implementing the emulation movement "All people unite to build new rural areas and civilized urban areas."

Provincial departments, agencies , and organizations, as well as district-level People's Committees, based on the objectives and tasks of the 2021-2025 program, will continue to develop plans for implementing the program in 2025 , selecting priority content and tasks, focusing on directing and allocating sufficient resources to achieve the goals ; focusing on effectively implementing the six key thematic programs to improve the quality of life for rural people and address existing problems in rural development .

Regularly improve the organizational structure for implementing the program at all levels, ensuring uniformity and consistency from the provincial to the local (district, commune) level. Prioritize allocating sufficient dedicated and capable personnel to the advisory body on rural development. Enhance the capacity and skills of the specialized rural development staff to become increasingly professional.

Strengthen the effective implementation of solutions to mobilize resources for the program. Units and localities should prioritize allocating investment resources to disadvantaged areas, ensuring focused and effective allocation, avoiding scattered and wasteful use of budget funds; effectively implement investment credit policies for agriculture and rural areas; and strengthen efforts to mobilize resources from businesses and organizations.

Simultaneously, strengthen inspection, supervision, and evaluation of the program's implementation at all levels and sectors. Implement preventive measures and promptly stop negative manifestations and waste, and strictly handle violations during the program's implementation; promote the role of the Vietnam Fatherland Front, mass organizations at all levels, and the leading role of the people in monitoring and providing feedback on the results of new rural development at the grassroots level. Continue and implement the program to achieve the standards of new rural communes, advanced new rural communes, model new rural communes, and model new rural residential areas.

The resources for implementing the program in 2025 are over 2,956 billion VND, including: 303.577 billion VND from the state budget, comprising central and local government budgets; approximately 765 billion VND from mobilized funds; approximately 387.5 billion VND from integrated funds; and approximately 1,500 billion VND from credit funds.
