According to the Ministry of Education and Training's document requiring verification of foreign language proficiency certificates for exemption from the foreign language exam in the 2023 high school graduation exam, the valid certificates include: firstly, certificates issued to candidates in Vietnam before September 10, 2022 (this is the effective date of Circular No. 11/2022 issued by the Ministry of Education and Training regulating the organization of foreign language proficiency certificate exams).
Even with an IELTS score above 4.0, students are not exempt from the foreign language graduation exam. The Ministry of Education and Training has issued a new regulation.
Secondly, certificates are issued to candidates at the examination locations specified in the Ministry of Education and Training's decision approving the joint organization of foreign language certificate examinations in Vietnam after the approval date. The list of approved institutions for joint organization of certificate examinations is published on the Ministry of Education and Training's electronic portal and the website of the Quality Management Department (Ministry of Education and Training).
Thirdly, certificates will be issued to candidates in the Home edition format before September 10, 2022.

"Verification of certificates (specific templates and information printed on the certificates) is done by searching on the official website of the certification body, the affiliated certification body in Vietnam, or by requesting the certificate holder to provide information and proof," the document from the Ministry of Education and Training states.
After high schools received this document, many high schools in Hanoi and Ho Chi Minh City expressed great concern because candidates only know that they will take the exam and receive a valid foreign language certificate, but they cannot know whether the time and location of the exam are valid or not.
If, upon review, candidates who were previously exempted from the exam are forced to take it again, it puts them in a very disadvantageous situation, both psychologically and in terms of their preparation for the exam. In particular, candidates who know they are exempted may become complacent and not focus on studying the foreign language, especially since there are only a little over 10 days left until the exam.
Therefore, both candidates and high schools hope that the Ministry of Education and Training will come up with a plan to ensure the rights of candidates as soon as possible.
Speaking to Thanh Nien newspaper after receiving this information, the head of the Quality Management Department said: the ministry is carefully considering the matter and will issue guidelines to ensure the rights of candidates are protected and to avoid causing them confusion and anxiety.
This person also shared the same view, stating that the candidates were not at fault because they could not have known whether the location and time for the foreign language certificate exam were permitted or not.
According to Thanh Nien newspaper, the number of students using foreign language certificates to be exempt from the high school graduation exam is increasing. In Hanoi, in 2019, about 5,000 students had foreign language certificates used for high school graduation recognition; in 2020, about 7,000 students; in 2021, more than 10,000 students; in 2022, more than 13,000 students; and this year, the number has reached 15,991 students.
Nationwide, the Ministry of Education and Training has not yet released specific statistics this year, but according to the Quality Management Department, approximately 35,000 students used international certificates to be exempt from the foreign language exam in 2022.
According to regulations from the Ministry of Education and Training, candidates who possess one of the following valid foreign language certificates (similar or different from the foreign language they are studying in high school), valid until at least June 27th, and achieving the minimum score for each certificate type (for example, IELTS is 4.0), will be exempt from the foreign language exam.
When exempted from the foreign language exam in the high school graduation exam, candidates will receive 10 points for this subject, which will be added to their high school graduation score. If a candidate does not register to use their right to be exempted from the foreign language exam, they must take the exam and be considered for high school graduation like candidates who are not exempted.
In 2022, the Ministry of Education and Training issued a document requiring localities to check the conditions for organizing foreign language proficiency certificate exams in accordance with Circular No. 11/2022/BGDĐT on the joint organization of foreign language proficiency certificate exams in their areas. Organizations and individuals are only permitted to organize foreign language proficiency certificate exams when they have received approval or extension of the joint exam organization decision from the Ministry of Education and Training.
A number of organizations that administer foreign language proficiency tests such as IELTS, Aptis, Cambridge (Starters, Movers, Flyers, PET, KET); HSK, HSKK (International Chinese Proficiency Test); Nat-test (Japanese language proficiency test)... have had to announce the postponement of these exams to obtain permits from the Ministry of Education and Training from September to November 2022.
From November 11, 2022 to the present, the Minister of Education and Training has issued many decisions approving the resumption of joint foreign language certification exams for various units.
