On the afternoon of March 14, the Ministry of Education and Training announced that after one month of implementing Circular 29 on extra teaching and learning, initial assessments showed that it had had a positive impact, changing the awareness and habits of teachers, students, parents and the whole society towards extra teaching and learning. Management levels were also determined and serious in implementing the new regulations in localities.

The Department of Education and Training has directed schools to adjust theireducation plans, focusing on solutions to continue implementing for 12th graders to review for high school graduation exams, and 9th graders to review for entrance exams if they wish according to the regulations of the Circular. Prepare budget estimates, adjust and improve internal spending regulations, and immediately resolve the issue of support for teachers teaching extra classes in schools according to regulations; direct the strengthening of management of teaching 2 sessions/day at educational institutions according to the instructions of the Ministry of Education and Training.

Schools should review their professional assignments and utilize the hours of teachers who have not yet been allocated enough to teach extra classes for final year students. Focus on improving the quality of teaching and learning, especially the quality of regular school hours; implement diverse, flexible and appropriate solutions for the unit to improve the quality of education, especially exam preparation for final year students. Encourage teachers in schools to teach and consolidate knowledge for students to ensure the output threshold of each subject.

The Departments of Education and Training also plan to organize inspections and checks on the implementation of regulations on extra teaching and learning to prevent and handle violations according to their authority. Publicly announce the place to receive citizens at the agency's headquarters and the phone number used to receive and handle feedback on extra teaching and learning.

Still confused, difficult

Also according to the Ministry of Education and Training, after one month of implementing the new regulations on extra teaching and learning, the team of managers and teachers have a fuller and clearer awareness of the responsibility and importance of formal teaching and learning, and the responsibility in supporting students to ensure the quality of education.

However, in addition to those results, the Ministry of Education and Training also pointed out that there are still difficulties and shortcomings. That is, some localities are slow to issue guidance documents and regulations, leading to confusion in implementation; coordination between departments and sectors in implementing regulations on extra-curricular teaching in some places is not timely, so a part of teachers who need extra teaching are worried.

Some places have not promptly directed educational institutions to adjust their school's educational plans in accordance with the Circular's regulations, leading to the sudden cessation of extra teaching in schools, affecting the psychology of students and their parents.

The Ministry of Education and Training requires continuing to strengthen the direction of educational institutions to continue innovating methods and forms of testing and assessment towards forming learners' qualities and capacities. The creation of regular and periodic tests and assessments, admissions at the beginning of the level, entrance exams for grade 10, etc. are consistent with the requirements of the 2018 General Education Program, not putting pressure on students to study extra.

Conduct surveys and classify student levels to have a plan for placing classes and assigning teachers to students according to their level to organize review and training for students whose learning results are not at the appropriate level. Do not organize review sessions indiscriminately, for the wrong students, ineffectively, and wastefully.

Organize students to study on their own in the second session to enhance their self-study and research capacity based on the teacher's guidance. Depending on the actual situation and each specific stage, consider launching practical and effective self-study movements; make "self-study" results a competitive and evaluation goal during the school year.

Continue to effectively implement state management of extra teaching and learning according to authority and responsibility. In particular, the Departments of Education and Training coordinate with functional units to have appropriate plans to guide and support teachers, organizations and individuals to smoothly carry out administrative procedures according to regulations to register for extra teaching and learning in accordance with regulations.
