Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 108/CD-TTg dated October 18, 2024, on accelerating the restoration of agricultural production after Typhoon No. 3.
Official dispatch sent to the Ministers of the Ministries of Agriculture and Rural Development, Finance, Industry and Trade, Planning and Investment, and National Defense; the Governor of the State Bank of Vietnam ; and the Chairpersons of the People's Committees of provinces and centrally-administered cities.
The official dispatch stated: Typhoon No. 3 caused extremely heavy damage to people, property, and infrastructure, significantly impacting agricultural production in general and aquaculture in particular, especially in Quang Ninh province and Hai Phong city. Following the typhoon, the Ministry of Agriculture and Rural Development, the State Bank of Vietnam, and other ministries, sectors, and localities proactively directed and organized forces to go to the grassroots level to guide the restoration of production and business. However, the restoration of agricultural production, especially forestry and fisheries, is still slow and facing many difficulties.
To accelerate the recovery of agricultural production, stabilize people's lives, and contribute to achieving the growth targets of the agricultural sector in the remaining months of 2024 and throughout 2025, the Prime Minister requests:
1. The Minister of Agriculture and Rural Development, the Governor of the State Bank of Vietnam, relevant Ministers and Heads of agencies, Secretaries and Chairmen of People's Committees of provinces and centrally-administered cities, especially Quang Ninh province and Hai Phong city, shall continue to decisively and effectively implement measures to restore agricultural production as directed by the Prime Minister in Official Dispatch No. 100/CĐ-TTg dated September 27, 2024, supporting people and production and business establishments to quickly restore agricultural, forestry, and fisheries production activities damaged after storms and floods.

Going to each household to directly guide people in restoring production.
2. The Minister of Agriculture and Rural Development directs:
a) Organize working groups, mobilize experts, specialized personnel, and grassroots agricultural extension officers to visit each household and production facility damaged by storms and floods to directly guide people in restoring production.
b) Directing and organizing the monitoring and supervision of the aquaculture environment in areas affected by storms and floods, promptly advising and informing people to quickly restore production when conditions permit; guiding the selection of suitable aquatic species to replace those with long rearing periods and for which no breeding stock is readily available.
c) Promote cooperation and connectivity between localities, production facilities, and suppliers of seeds, feed, environmental treatment products, equipment, and input materials for agricultural production with localities, people, and production facilities damaged by storms and floods to provide support for people to restore production and stabilize their lives.
d) Directing relevant agencies to coordinate with customs forces and related agencies to guide and facilitate the import of breeding stock and materials for production by organizations and individuals in cases where domestic supply is insufficient (especially mollusk breeding stock).
d) Direct and guide the cleaning of nurseries, the handling of damaged forest areas, and the harvesting of timber from damaged planted forests according to regulations; ensure the availability of seedlings, fertilizers, and manpower to organize forest restoration or replanting as soon as weather conditions are favorable. Strengthen forest fire prevention and control efforts.

Urgently provide people with the necessary capital to quickly restore production and business activities.
3. The Chairpersons of the People's Committees of provinces and centrally-administered cities affected by the recent storms and floods, especially Quang Ninh province and Hai Phong city, shall strengthen their direction and decisively implement measures to restore production, accelerating the recovery of forestry and aquaculture production, including:
a) Urgently implement support policies for households and production facilities damaged by storms and floods in accordance with the law, so that people have the capital to quickly restore production and business activities.
b) Closely monitor the market situation and developments, the supply of input materials for production and agricultural products in the area, and promptly coordinate with relevant agencies to implement price control measures, preventing speculation, hoarding, market manipulation, and exploitation for profit.
4. The Chairpersons of the People's Committees of provinces and centrally-administered cities unaffected by the recent storms and floods should proactively direct and guide the people to boost production, focusing on sectors and products with remaining potential for development (especially rice, coffee, rubber, shrimp, catfish, wood products, etc.), striving to achieve a production and value increase of more than 10% compared to the planned targets to compensate for the decline, especially in providing assistance and support to areas and localities affected by natural disasters.
5. Deputy Prime Minister Tran Hong Ha is assigned to direct relevant ministries, agencies, and localities to implement this directive.
6. The Government Office shall monitor and urge the implementation of this directive, and promptly report any arising difficulties to the Prime Minister and Deputy Prime Minister.
