(QNO) - The Provincial People's Council (10th term) unanimously decided to allocate the official staffing quota for 2024 at the same rate as the provisional allocation stipulated in Resolution No. 48 dated December 8, 2023, of the Provincial People's Council at its 19th session.

Specifically, the Provincial People's Council decided to allocate 3,126 civil servant positions in agencies, units, and localities under the province; 27,698 public employee positions receiving salaries from the state budget in public service units and provincial-level mass organizations assigned tasks by the Party and the State; and 142 positions in the education and training sector for the 2022-2023 school year.
At the same time, 151 additional teaching and training staff positions for the 2023-2024 school year, as assigned by the Central Government in Decision No. 2397-QĐ/BTCTW dated December 6, 2023, were allocated to the Department of Education and Training and the People's Committees of districts.
In agreement with the Provincial People's Committee's submission on the 2024 staffing plan and after reviewing the actual management and use of staffing in 2023 by the Legal Committee of the Provincial People's Council, along with legal regulations, policies, and directives on staffing use, the Provincial People's Council requests the Provincial People's Committee to continue directing agencies, units, and localities to review and finalize the Job Position Scheme for submission to competent authorities for consideration and approval; ensuring its practicality and effectiveness, linking staff reduction with restructuring the workforce of officials, civil servants, and public employees, meeting the requirements of staffing management, and serving as a basis for implementing the new salary system in the coming period.
In addition, it is necessary to synthesize and propose adjustments to the staffing levels of civil servants and public employees among agencies, units, and localities, as well as reserve staffing within the total allocated staffing quota, in accordance with the actual requirements of the work to ensure sufficient human resources for task implementation, in line with the roadmap for downsizing the workforce and reorganizing administrative units, for submission to competent authorities for consideration and decision.
Directing the review and timely resolution of obstacles and shortcomings in the implementation of the roadmap for transferring civil servants whose salaries are paid from the state budget to those whose salaries are paid from revenue generated by their respective organizations, especially in the health sector; reviewing and compiling issues related to the staffing of mass organizations assigned by the Party and the State, and submitting them to competent authorities for consideration and decision…
