Adding tasks related to the implementation of the International Convention on Maritime Search and Rescue.

The Prime Minister has assigned the Ministry of Construction to coordinate with relevant ministries, sectors, and localities to review, amend, supplement, and promulgate relevant legal documents, ensuring compliance with the Vietnamese legal system, meeting the standards of the International Maritime Organization (IMO) and the standards and recommended practices of the International Civil Aviation Organization (ICAO); to guide, inspect, and supervise the implementation of regulations on maritime safety and search and rescue at sea in localities; and to research and develop a plan to streamline the operations of the Vietnam Maritime Search and Rescue Coordination Center towards greater efficiency, increased decentralization, and delegation of authority to regional Maritime Search and Rescue Coordination Centers. Organizing and participating in conferences, seminars, forums, SAREX exercises, and exercises with relevant countries to implement signed cooperation agreements on search and rescue, as well as meetings of IMO/ICAO subcommittees related to search and rescue, maritime safety and security, and oil spill response...

The Ministry of Finance, in coordination with relevant ministries, sectors, and localities, is developing and finalizing regulations for managing and utilizing state budget funds allocated for search and rescue operations at sea.

The Ministry of Culture, Sports and Tourism, Vietnam Television, Vietnam Radio , and Vietnam News Agency, in coordination with relevant ministries, sectors, and localities, will disseminate information to raise awareness about the SAR 79 Convention, the SOLAS 74 Convention; Vietnam's maritime search and rescue responsibility zone; sovereignty and sovereign rights; and methods of transmitting, receiving, and processing search and rescue and maritime safety information to relevant stakeholders involved in maritime activities through appropriate means.

The Ministry of National Defence is leading the research and development of a plan to establish a National Aviation and Maritime Search and Rescue Coordination Center; and developing a plan to upgrade the Bach Long Vi Search and Rescue Station into the Bach Long Vi Search and Rescue Coordination Center...

In addition, the Ministry of Agriculture and Environment, in coordination with relevant ministries, sectors, and localities, is researching and developing services for addressing marine environmental incidents in accordance with the requirements of the SAR 79 Convention; regularly monitoring weather conditions and promptly notifying and warning ships when there are storms, tropical depressions, and other dangerous weather phenomena at sea.

The Ministry of Science and Technology is coordinating and leading the research to develop national-level scientific projects on search and rescue at sea.

The Prime Minister has instructed ministries to invest in and procure modern, synchronized equipment and vehicles capable of carrying out long-duration, offshore search and rescue missions at sea and in hazardous weather conditions; to invest in, build, and upgrade command and control centers for search and rescue forces, ensuring they are modern, synchronized, and dual-use; and to strengthen training and capacity building for management, operational, and search and rescue personnel at sea.
