The Ministry of Transport has just sent a document to the People's Committee of Quang Tri province, the Vietnam Maritime Administration, and a consortium of investors: T&T Group (Vietnam) and Hanwha Energy Corporation - HEC, Korea Gas Corporation - KOGAS, and South Korea Electric Power Corporation - KOSPO (all from Korea) on approving the addition of the planning of the specialized LNG port, specialized channel and breakwater serving the Hai Lang LNG Thermal Power Plant - Phase 1 to the Detailed Planning of the Central Central Seaport Group.

According to the Ministry of Transport , according to the Master Plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision to 2050, My Thuy Wharf Area is planned to directly serve the Southeast Quang Tri Economic Zone, combined with the transfer of goods to Laos and Thailand; has a general, container, and bulk cargo wharf for ships up to 100,000 tons, liquid/gas cargo (serving the Quang Tri Power Center in accordance with the Power Development Plan) for ships up to 150,000 tons, developed in accordance with market demand, the ability to mobilize capital of investors, while ensuring synchronization of auxiliary infrastructure (especially shipping channels, breakwaters, and sand barriers).

Regarding the specialized planning of the industry and trade sector, the Hai Lang LNG Power Center project was approved by the Prime Minister to be added to the Power Plan VII, with an operational schedule of 2026 - 2027. The project is included in the list of important power source projects, prioritized for investment in the period 2021 - 2030 and is on the list of important national programs and projects, key to the energy sector.

Therefore, the proposal to add a specialized LNG wharf, a specialized channel for ships up to 90,000 tons and a breakwater at My Thuy wharf area is consistent with the approved seaport planning and in line with the specialized planning of the industry and trade sector. In order to have a basis for implementing procedures for investing in specialized seaport infrastructure serving the Hai Lang LNG Thermal Power Plant - Phase 1, the Ministry of Transport approved the policy of adding a specialized LNG wharf, a specialized channel for ships up to 90,000 tons and a breakwater (in My Thuy wharf area, Quang Tri seaport) to the detailed planning of the Central Central region seaport group (group 3) for the period up to 2020, with a vision to 2030.

Previously, on January 15, 2022, T&T Group and a consortium of Korean investors started construction of the Hai Lang LNG Power Center project - phase 1, with a capacity of 1,500 MW, with a total investment of 2.3 billion USD. This is the largest gas power project in Quang Tri province at present. The project is implemented at the energy complex in the Southeast Quang Tri Economic Zone, in Hai An commune and Hai Ba commune of Hai Lang district.

With a land area of ​​over 120 hectares, the project will build the Hai Lang LNG Port Warehouse Center, phase 1 to receive LNG ships from 170,000 to 226,000 m3 , with a capacity of 1.5 million tons of LNG/year, and the Hai Lang Power Center, phase 1 with a power generation capacity of 1,500 MW. According to the plan, the project will be put into commercial operation in 2026 - 2027.
