On the afternoon of October 17, at the headquarters of the Ministry of Industry and Trade , Minister Nguyen Hong Dien - Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects in the energy sector (abbreviated as the Steering Committee) chaired a meeting with leaders of a number of ministries, branches, localities, leaders of Vietnam Electricity Group (EVN) and a number of related units on the implementation of power grid projects to serve the import of electricity from Laos; the synchronous power grid project to release the capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plants and the Lao Cai - Vinh Yen 500 kV transmission line project in direct and online forms.

Attending the meeting were Deputy Minister of Industry and Trade Nguyen Hoang Long; representatives of the Ministry of Public Security , leaders of the People's Committees (PCs) and Departments of Industry and Trade of the provinces: Dong Nai, Thanh Hoa, Quang Nam, Thanh Hoa, Nghe An, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc; Leaders of Vietnam Electricity Group and related units; Leaders of functional units under the Ministry (Electricity and Renewable Energy Department, Electricity Regulatory Authority, Office of the State Steering Committee for important national programs, works and projects, key energy sector projects).
Speaking at the meeting, Minister Nguyen Hong Dien said that according to the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII), by 2030, the total power capacity must be nearly twice the current system capacity. However, it is forecasted that some large power source projects according to the plan will be behind schedule, especially gas-fired power projects. On the other hand, if implemented according to Power Plan VIII, gas-fired power will account for a large proportion of the total power output by 2030, while the cost of gas-fired power is still quite high, leading to the cost of electricity in 2030 possibly increasing very quickly compared to present.

In the above situation, to ensure national energy security, fully and continuously meet the demand for electricity for socio -economic development and people's lives, the Ministry of Industry and Trade has proposed and received the Prime Minister's approval to review and adjust the Power Plan VIII, including research on adjusting the power source structure, ensuring rationality and feasibility according to the general development trend of the world. In addition, increasing investment and accelerating the completion of transmission projects, especially inter-regional transmission projects and large-capacity transmission projects to release the capacity of power plants is very urgent, contributing to improving the initiative in supplying electricity to the country.
At the meeting, after listening to Mr. Pham Hong Phuong - Deputy General Director of EVN report on the implementation status, as well as difficulties, obstacles and proposed solutions to promote the progress of the Lao electricity import grid projects, the Nhon Trach 3&4 Thermal Power Plant synchronization project and the Lao Cai - Vinh Yen 500kV transmission line project, there were 14 comments from representatives of ministries, branches, localities, EVNNPT and relevant functional units of the Ministry of Industry and Trade on the implementation status of electricity projects in localities and together with investors, discussed and proposed solutions to remove difficulties and obstacles, with the highest determination to ensure the progress of approved projects.

Concluding the conference, the Minister of Industry and Trade, Deputy Head of the Steering Committee, pointed out the significance and importance of the three above-mentioned power grid projects, contributing to ensuring sufficient electricity supply for socio-economic development and people's lives; at the same time, highly appreciated the efforts of EVN, the National Power Transmission Corporation (EVNNPT) and relevant ministries, branches and localities in urgently implementing the projects; focusing on removing difficulties and obstacles that have arisen and achieved encouraging results: Power grid projects importing electricity from Laos have basically resolved difficulties and obstacles regarding land; the synchronous power grid project to release capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plant projects has had positive changes in the approval, planning supplementation and site clearance work. However, besides the achieved results, many tasks have not yet reached the progress required by the Government, Prime Minister and Steering Committee.

In order to soon complete the above projects, ensure the progress assigned by the Government, Prime Minister, and Steering Committee, and contribute to ensuring national energy security, the Minister, Deputy Head of the Steering Committee requested relevant ministries, branches, localities, EVN and EVNNPT to focus on implementing well the following key tasks:
For grid projects importing electricity from Laos: Propose that the People's Committees of Quang Nam, Nghe An, Thanh Hoa provinces proactively report to the Provincial Party Committee Standing Committee to lead and direct the entire political system of the localities to take action, focusing on removing difficulties and obstacles in the process of implementing the projects. Strive to complete the 220 kV Nam Sum - Nong Cong transmission line project and the 220 kV Dak Ooc switching station project and the 220 kV connecting line in October 2024, and complete the 500 kV Monsoon - Thanh My transmission line project in November 2024.

In addition, the People's Committees of the provinces need to focus on directing the People's Committees of the districts where the power lines pass through to urgently complete procedures for compensation and site clearance; strengthen propaganda and mobilize households to support, hand over the site and voluntarily cut down trees in the safety corridor.
At the same time, promptly have policies and solutions to handle proposals and recommendations of Vietnam Electricity Group related to handling trees falling on power lines and foundation locations, and pruning branches of some large-canopy trees to serve construction work.
For the synchronous power grid projects to release the capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plants: Propose that the People's Committee of Dong Nai province proactively report to the Provincial People's Council to soon issue a Resolution to supplement the list of land acquisition projects in 2024 and change the purpose of rice land use in 2024 in the province for the projects to have a basis for implementing the next procedures on compensation and site clearance.
At the same time, promptly issue regulations on procedures for compensation, support, site clearance, land prices, crop prices, and architectural structures according to the provisions of the Land Law and Decrees guiding its implementation to have a basis for implementing work related to site clearance compensation for projects.

Focus on directing the People's Committees of districts where the power lines pass through to promptly implement procedures for compensation and site clearance; at the same time, mobilize the entire political system to participate in propaganda and mobilize households to support and agree with the investment and construction of projects, promptly hand over the site to the Investor and contractor for construction in October 2024.
Regarding the Lao Cai - Vinh Yen 500 kV Transmission Line Project: The Ministry of Planning and Investment is requested to continue to closely coordinate with the Government Office to report to the Prime Minister for early approval of the project's Investment Policy so that localities and EVN have a basis to implement the next steps according to regulations.

The People's Committees of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces are requested to focus resources and proactively implement work related to compensation and site clearance immediately after the Prime Minister approves the investment policy, creating conditions to speed up the project's progress.
Request EVN and EVNNPT: Urgently develop detailed weekly progress to implement the projects, as a basis for urging, monitoring and evaluating the implementation results. At the same time, strengthen coordination with the People's Committees of localities to promptly handle arising problems and difficulties to speed up the progress of compensation, site clearance and construction; step up propaganda and mobilize households affected by the projects to support and agree with the implementation of the projects.
Require contractors to increase manpower, machinery, and materials to speed up construction work at project sites. Have construction measures suitable to weather and terrain conditions, ensuring efficiency and absolute safety. Strive to complete and exceed the proposed project implementation schedule.
Concentrate resources to be able to immediately implement the next steps of the Lao Cai - Vinh Yen 500kV Transmission Line project right after the Prime Minister approves the project investment policy.
Minister Nguyen Hong Dien requested that from this meeting onwards, the State Steering Committee for important national programs, works and projects, key energy sectors will hold regular meetings every 2 weeks with ministries, branches, localities and related units to review and evaluate the situation and results of implementing energy projects in order to promptly resolve difficulties and problems arising, promote project progress; initially focusing on 3 major projects: the project of importing power grid from Laos to Vietnam; the 500kV Nam Sum - Nong Cong project; the power grid to release capacity of the Nhon Trach 3 and Nhon Trach 4 thermal power plant projects; the 500kV Lao Cai - Vinh Yen transmission line project.
