The document was sent to ministries, ministerial-level agencies, and government agencies, specifically: the Ministry of Foreign Affairs, the Ministry of Interior, the Ministry of Justice, the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Science and Technology, the State Bank of Vietnam, the Government Inspectorate, the Management Board of the Ho Chi Minh Mausoleum, the Vietnam News Agency, the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, the State Capital Management Committee at Enterprises, and the Government Office .

The Ministry of Information and Communications has instructed ministries and agencies to review, supplement, promote the development, and put into use national digital platforms.

The national digital transformation program has identified the use of shared digital platforms as a breakthrough solution to accelerate the national digital transformation process. Resolution No. 28/NQ-CP dated March 5, 2024, of the Government on the regular Government meeting in February 2024, assigned the following tasks: Ministries, agencies, and localities, based on their assigned functions, tasks, and powers, shall develop plans to strengthen the application of digital technology for digital transformation, build databases, develop national digital platforms, develop the digital economy , and promote digital governance within their respective scopes and fields.

The document states that, in fulfilling the task of "issuing guidance documents to ministries and agencies for the development and implementation of national digital platforms" assigned in Resolution No. 28/NQ-CP, the Ministry of Information and Communications, in its role as the Standing Agency of the National Committee on Digital Transformation, provides guidance and requests that ministries and agencies pay attention to the development and implementation of national digital platforms as follows:

1. Review and identify the need for deploying national digital platforms (for which ministries and agencies are the managing bodies), and submit proposals to the Ministry of Information and Communications to add them to the List of National Digital Platforms serving digital transformation, digital government, digital economy, and digital society.

2. Develop and issue a set of criteria for reviewing each proposed national digital platform, consulting with the Ministry of Information and Communications and relevant stakeholders (based on the basic criteria framework in Appendix 1, Decision No. 1230/QD-BTTTT dated July 10, 2023 of the Ministry of Information and Communications).

3. Based on the issued set of criteria, develop a plan for the development and implementation of the national digital platform, including its exploitation, management, operation, and maintenance.

4. For digital platforms owned and managed by businesses, which possess core technologies and provide services to meet the needs of agencies, businesses, and society, based on the issued set of criteria, the level of compliance will be assessed through a council, expert group, or by hiring a competent unit to evaluate and recognize the national digital platform if it fully meets the criteria.

5. The managing agency shall share data and information related to national digital platforms with the Ministry of Information and Communications to update information on the National Digital Platform Portal at https://ndp.dx.gov.vn/.

6. For digital platforms that fully meet the criteria for evaluating and approving national digital platforms but do not yet meet the criteria for user popularity (at least 50% market share of the potential market), the regulations for evaluating and approving potential digital platforms to become national digital platforms, as stipulated in Decision No. 1864/QD-BTTTT dated September 28, 2023, shall apply.

At the same time, for ministries and agencies that already have national digital platforms, the Ministry of Information and Communications has also issued specific guidance documents on promoting the development and implementation of national digital platforms.
