The emulation of innovation and digital transformation, linked with the "Digital Literacy Movement," is also a crucial foundation for building a high-quality digital workforce to meet the requirements of the 86th Command in the new situation. Therefore, the 86th Command has identified specific contents and criteria for each stage.

Specifically, by 2026: 100% of officers, staff, and soldiers will have an understanding of digital transformation, digital knowledge and skills, be able to use digital platforms and services for their work; be able to use smart devices to access information, use essential digital platforms and services, know how to protect themselves in the digital environment; and become digital citizens.

From 2027 to 2030, 100% of officers and soldiers will master digital transformation; the 86th Command will master several strategic technologies and digital technologies such as artificial intelligence (AI), the Internet of Things (IoT), big data, and several emerging technologies; the potential, level of science , technology, innovation, and digital transformation within the Command will lead the entire army, and in some areas will be among the leading groups nationally, reaching international standards.

The plan involves building "Digital Ambassadors" at the grassroots level, from cluster and team levels to equivalent units, as a foundation for developing digital agencies and units, and establishing model units for "Digital Transformation" and "Digital Popular Education." The goal is to have 100% of agencies and units meet the digital unit standards by 2027. Alongside this, the 86th Command also identifies breakthrough and strategic policies and measures to effectively implement the emulation movement.

Through this thematic session, officers, staff, and soldiers gained a clear understanding of what digital transformation is, the benefits it brings, the common platforms used to support digital transformation, and the content of the "Digital Literacy Movement." This led to changes in the awareness, habits, and behavior of leaders, commanders, officers, and soldiers, significantly contributing to promoting digital transformation and improving the quality of mission performance throughout the Command.
