The Ministry of Culture, Sports and Tourism has responded to the petition from voters in Dong Nai province submitted before the 6th session of the 15th National Assembly.
There is a situation where monuments are built without planning and placed in inappropriate locations.
Accordingly, voters have suggested reviewing the movement to build culturally exemplary families. Currently, a significant amount of funding is still being spent on this movement.
Meanwhile, floods, the deterioration of school facilities, especially in remote areas, and the extremely difficult living conditions of the people due to the impact of the COVID-19 pandemic, have led to significant expenditures in some localities for constructing ceremonial gates, monuments, and reliefs.
In response to this, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that the nationwide emulation and building of cultured families aims to motivate, attract, and encourage all individuals, groups, and households to uphold the tradition of patriotism.
Along with that, we must unite, innovate, be dynamic and creative to strive to successfully complete our tasks and achieve the best results in building and defending the Fatherland for the goal of a prosperous people, a strong nation, democracy, fairness, and civilization as stipulated in the Law on Emulation and Commendation.
According to the ministry's leadership, funding for emulation activities is specifically regulated in legal documents on emulation and commendation, and is allocated and ensured by the People's Committees of provinces and cities according to the actual situation in their localities.
The ministry believes that the construction of artistic works (monuments, monumental paintings) to commemorate historical events, political and cultural events contributes positively to the education of traditional culture and serves the spiritual life of the people, and this is a well-founded approach.
At the same time, the need to beautify urban architectural spaces with artistic works during the urbanization process is an inherent need of a developing society.
According to the ministry's leadership, since 2013, the Government has issued Decree 113/2013 on fine arts activities, which clearly stipulates the fine arts management agency and the funding for fine arts in cultural, sports, and tourism projects... which are the responsibility of local authorities.
Following the issuance of the decree, which took effect on December 1, 2013, very few provinces/cities implemented the task of planning monuments and murals at the provincial level. This led to the construction of monuments without planning, placed in inappropriate locations, and incompatible with the environmental landscape in some localities.
Based on legal regulations, practical situations, reports from localities on the results of 10 years of implementing Decree 113, and a compilation and review of the detailed guidelines on outdoor art installations, the Ministry has completed the proposal to amend this decree.
Currently, we are seeking broad feedback from ministries, departments, localities, relevant organizations, businesses, and the public, and we expect to submit it to the Government in the third quarter of 2024.
Handling of foreign mascots and strange artifacts at historical sites.
Voters in Lam Dong province raised concerns about the organization of traditional festivals, noting that there are currently no regulations or guidelines regarding activities that introduce the origins of the festival, historical sites, and figures worshipped and honored.
Similarly, regulations and guidelines prohibit the acceptance and introduction of foreign mascots and strange artifacts that are incompatible with Vietnamese customs and traditions into historical sites and places of worship... Therefore, management faces many difficulties.
Therefore, voters suggested that the ministry consider and issue specific regulations for this activity.
In response to this, Minister Nguyen Van Hung stated that Government Decree 110 on the management and organization of festivals has specifically stipulated the activities of organizing and promoting festivals, as well as the responsibilities of the relevant units.
Specifically, the regulations stipulate that the People's Committees of provinces and cities are responsible for organizing and guiding the implementation of legal regulations on festival activities in their localities, ensuring that festival activities are conducted solemnly and in accordance with traditional rituals.
Eliminate or replace customs that are no longer compatible with the trend of integration and development.
For festivals held at historical and cultural sites, measures to protect the sites and scenic spots must be implemented in accordance with regulations.
Therefore, the Ministry of Culture, Sports and Tourism requested the Provincial People's Committee to direct relevant agencies to coordinate in managing and organizing the festival, ensuring that it is conducted solemnly and in accordance with traditional rituals.
