Recently, the Ministry of Health announced that, due to the inability to conduct national-level centralized bidding or special procurement for domestically produced vaccines for the Expanded Immunization Program, and the inability to procure vaccines according to the regulations of the Law on Bidding, to meet the current urgent vaccine demand, the Ministry of Health has proposed that the Government issue a Resolution allowing the implementation of a mechanism for procuring vaccines for the Expanded Immunization Program from local budgets.

Specifically, for 10 types of domestically produced vaccines (Diphtheria, Pertussis, Tetanus (DPT); Tetanus adsorbed vaccine (TT); BCG freeze-dried tuberculosis vaccine; Tetanus, diphtheria adsorbed vaccine (Td); Japanese encephalitis; Hepatitis B; Measles; Measles-Rubella (MRVAC); Polio (bOPV)) and Rotavirus, the Ministry of Health is tasked with compiling the needs of localities, placing orders, and compiling plans from vaccine manufacturers to submit to the Ministry of Finance ; provinces and cities authorize the Ministry of Health to place orders with domestic manufacturers.
The Ministry of Finance assesses and approves prices as a basis for localities to sign contracts and make direct payments to suppliers.
The Ministry of Health has requested the Ministry of Finance to urgently research and propose amendments to Decree No. 32/2019/ND-CP dated April 10, 2019, Decree No. 177/2013/ND-CP dated November 14, 2013, and Decree No. 149/2016/ND-CP dated November 11, 2016, to ensure sufficient legal basis for purchasing vaccines for the Expanded Immunization Program from 2024.
