Ca Mau: 8 former directors and deputy directors of 'related' departments heard the announcement of the conclusion of the teacher's accusation

Regarding the accusation of a teacher in Bac Lieu, the Department of Education and Training of Ca Mau province invited 8 former directors and deputy directors who were said to be "involved" to hear the announcement of the decision.

Late in the afternoon of July 25, the Department of Home Affairs of Ca Mau province organized the announcement of the conclusion of the denunciation against the Department of Education and Training of Bac Lieu province (old).

To attend this announcement, the Department of Education and Training of Ca Mau province invited eight "related" former directors and deputy directors of the Department of Education and Training of Bac Lieu province, including Mr. Nguyen Van Tan, Ho Quang Huy (former directors), Truong Cong Lap, Ngo Doan Nguyen, Trac Van Day, Nguyen Van Hao, Vo Thanh Giang and Mr. Duong Hong Tan (former deputy director).

Three former principals and vice principals of Bac Lieu Specialized High School "related" were invited to listen to the announcement, including Ms. Phu Thi Cam (former principal) and two former vice principals, Mr. Do Thanh Han and Mr. Truong Cong Phuc.

Previously, on July 16, the Chairman of the People's Committee of Ca Mau province sent a document to the Department of Home Affairs and the Department of Education and Training of Ca Mau province, requesting the directors of these departments to preside over and coordinate with relevant units to organize the implementation of the conclusion of the Chairman of the People's Committee of Bac Lieu province issued on June 27, and report to the Chairman of the People's Committee of Ca Mau province in July 2025.

There are signs of teacher suppression.

As reported by Tuoi Tre Online , a few days before the merger of Bac Lieu province with Ca Mau province, the Chairman of the People's Committee of Bac Lieu province signed the conclusion of the complaint of Mr. Nguyen Van Thuyet (teacher of Bac Lieu High School) against the Department of Education and Training of Bac Lieu province.

Mr. Thuyet accused the Department of Education and Training of Bac Lieu province of issuing a decision in 2016 to transfer civil servant Nguyen Van Thuyet (teacher of Bac Lieu High School for the Gifted) to work at Bac Lieu High School, which was against regulations.

The People's Committee of Bac Lieu province concluded that transferring teachers who have been ranked average in terms of professional standards for two consecutive years from specialized schools must consider the ranking results of the two school years 2014-2015 and 2015-2016.

The Department of Education and Training based on the classification results of the two school years 2013-2014 and 2014-2015 is not in accordance with regulations.

In addition, in the meeting to evaluate and reclassify the professional title standards of the IT, physical education, national defense and security education group, Mr. Thuyet was ranked excellent by the evaluation group, but then the school principal downgraded Mr. Thuyet's ranking from excellent to average without the required evidence. The reasons given were emotional, one reason deducted points for many criteria.

This shows that the principal of the specialized high school's assessment of Mr. Thuyet's professional standard classification results is not objective.

The Principal of Bac Lieu Specialized High School (at the time of the accusation) showed signs of bullying teachers, taking advantage of his position and power to commit acts against regulations, violating Clause 1, Article 6 of the regulations on teachers' ethics issued together with Decision No. 16/2008 of the Minister of Education and Training.

The content of the accusation that in 2016 the Department of Education and Training of Bac Lieu province transferred two teachers to Bac Lieu Specialized High School without taking an entrance exam is inconsistent with the official dispatch of the Chairman of the Provincial People's Committee in response to Mr. Thuyet's accusation.

Another complaint by Mr. Thuyet about the Department of Education and Training contracting and arranging for Mr. Duong Tien Dat, a relative of a deputy director of the department, to teach from 2003 to 2011 without having a secondary, college, or university degree in pedagogy, the Chairman of the People's Committee of Bac Lieu province also concluded that this was against the regulations in Decision No. 23 of 2000 of the Ministry of Education and Training on promulgating high school regulations.

Many "related" people disagree with the conclusion of the Chairman of the People's Committee of Bac Lieu province.

At the announcement, some "related" people such as Ms. Phu Thi Cam, Mr. Ho Quang Huy, Mr. Truong Cong Phuc... disagreed with the conclusion of the accusation and said they would appeal. Mr. Ngo Doan Nguyen said that when he signed a contract with Mr. Dat and hired him as a teacher, he had consulted with the Department of Internal Affairs of Bac Lieu province.

As for Mr. Thuyet, he said this was a meeting to announce the decision of the Chairman of the People's Committee of Bac Lieu province and to request implementation of this conclusion, he had no further comments.
