On August 29, the Ho Chi Minh City Department of Education and Training issued guidelines for collecting and using tuition fees and other fees; implementing tuition exemption, reduction, and support policies and support for learning costs at public schools for the 2025-2026 school year. It details the fees allowed to be collected at kindergartens, primary schools, secondary schools, and high schools.
Accordingly, in the 2025-2026 school year, students from kindergarten to high school will be exempted from tuition fees according to Resolution No. 217 of the National Assembly .
At the same time, it stipulates a list of 15 other service revenues in the field of education and training of public schools with fees for organizing school programs and organizing other services for individual students.

Regarding service fees for serving and supporting educational activities according to Resolution No. 18/2025/NQ-HDND and other service fees in the field of education and training, the Department of Education and Training guides schools to organize the collection levels specified in Resolution No. 18 as the maximum collection level. Based on the actual situation of the educational institution and the needs of students, the educational institution shall agree with parents on the specific collection level but not exceeding the collection level specified in this resolution and not being 15% higher than the collection level implemented in the 2024-2025 school year.

The contents and collection levels must be inherited and implemented according to the regulations from the 2024-2025 school year. In case the educational institution has a plan to provide additional services to support new educational activities (not yet arising in the 2024-2025 school year), these collections must be surveyed and agreed upon with parents before implementation. The head of the unit shall proactively develop a revenue and expenditure estimate to calculate specific collection levels, ensuring that expenses are covered within the collection level framework prescribed by the People's Council.
The level of service fees for educational support activities must be commensurate with the quality of services provided to learners and must be consistent with the basis, principles, and methods of pricing goods and services according to the provisions of law on prices.

Revenues must be public and transparent.
The Department of Education and Training also noted that schools must correctly name the fees according to the regulations in Resolution No. 18.
Other service fees for individual students must be consistent with the local reality. If there is an increase compared to the previous year, it must be explained, made public and transparent, and have the consent of the students' parents. The school invites parents to participate in monitoring and supervising to have a basis for appropriate adjustment.
All revenues must be fully and publicly announced in writing to parents, students, and pupils by the units; the school's finance department collects money, issues receipts, and invoices for each pupil, and does not assign teachers to directly collect and spend money, and at the same time fully implements financial management regimes according to regulations.
For educational institutions, the use of revenues must be for the right purposes, the revenue and expenditure plans of each revenue item must be made public to parents before implementation, and financial management regimes must be fully implemented according to regulations;
Ho Chi Minh City Department of Education and Training will check the revenue and expenditure situation at the beginning of the school year.
The leader of the Department of Education and Training said that the department will establish inspection teams to inspect the revenue and expenditure situation at the beginning of the school year at public schools, promptly rectify the situation of collecting illegal fees; inspect the guidance on revenue and expenditure at the beginning of the school year of the People's Committees of wards, communes, and special zones according to regulations on decentralization, delegation and assignment of authority to perform state management tasks of local authorities at 2 levels in the field of education;
The People's Committees of wards, communes and special zones shall base on the operational plan, revenue and expenditure estimates and proposed collection levels of each educational institution to consider service fees, support for educational activities and other fees other than tuition fees in accordance with regulations; agree on a collection level framework suitable to the actual situation of each locality (not equalizing collection levels) before organizing implementation; control that no collection fees outside of regulations arise. At the same time, they shall be responsible for guiding schools to organize to obtain consensus from parents of students for implementation.
Strengthen inspection and supervision of revenue and expenditure at the beginning of the school year at affiliated educational institutions according to management decentralization to promptly rectify the situation of collecting illegal fees.
Wards, communes and special zones are responsible for explaining to society about the activities of educational institutions according to their management levels, including the management of revenues in the area according to regulations.
