Administrative reform in the pharmaceutical sector to better serve patients

On December 4, the Hanoi Department of Health held a conference to guide and share the implementation of administrative procedures in the pharmaceutical field for pharmaceutical businesses in Hanoi.

According to Deputy Director in charge of Hanoi Department of Health, Dr. Nguyen Dinh Hung, the connection between digitalizing records, using digitalized results and implementing online administrative procedures is an inevitable requirement to increase labor productivity, shorten processing time, make it more transparent, modern and convenient. Recognizing the above importance, in recent times, Hanoi's health sector has promoted administrative reform in the pharmaceutical sector, simplified, made transparent and improved the efficiency of procedures and processes related to pharmaceuticals; created favorable conditions for businesses, reduced administrative burdens, and at the same time ensured the safety and effectiveness of drugs for people.

Digital transformation has many practical benefits for pharmaceutical establishments such as saving time and costs, submitting documents 24/7 anytime, anywhere, no need to move, reducing printing and travel costs; quick and convenient process, simplifying paperwork, avoiding unnecessary intermediate steps; transparent and clear, easy to track online the status of document processing via the Public Service Portal, email or SMS; guaranteed, accurate, the system has mandatory information fields, helping to limit errors right from the data entry stage.

Notably, the pharmaceutical industry is promoting digital transformation, striving for 100% of administrative procedures to be carried out online, aiming to carry out all administrative procedures in the pharmaceutical sector online; standardizing data, building a centralized, accurate and easy-to-search pharmaceutical database; enhancing connectivity such as connecting and sharing data between management agencies and pharmaceutical facilities to improve management and operational efficiency.

There are currently 14 administrative procedures in the pharmaceutical sector deployed online. The application submission system has two main public service portals, including: National Public Service Portal https://dichvucong.gov.vn (First access point to search and initiate procedures); Hanoi City's administrative procedure settlement information system, where detailed information is filled in, documents are uploaded and applications are submitted after being redirected from the National Public Service Portal.

However, the situation of submitting administrative pharmaceutical procedures in Hanoi with a large and constantly increasing volume of documents, receiving an average of 1,000 documents per month, of which about 140 are erroneous, causing delays due to erroneous documents that need to be supplemented and revised, Dr. Nguyen Dinh Hung added.

At the conference, representatives of management agencies and businesses discussed and directly guided common errors, helping pharmaceutical businesses minimize the time spent preparing documents, increase the rate of valid documents from the beginning; and update new regulations in the pharmaceutical field that have just been issued.
