Staff training to improve English proficiency and IELTS exam preparation are supported up to 65 million VND/student/course

(People's life) - This is a regulation in Circular 42/2023/TT-BTC recently issued by the Ministry of Finance on the financial mechanism for training leaders and managers using the State budget.

According to Circular No. 42/2023/TT-BTC, the subjects of application are: Party Central Committee members, alternate Central Committee members, strategic-level planning officials, Chairmen of People's Committees of provinces and centrally-run cities sent for training and updating of knowledge according to the policies, conclusions, plans of the Politburo , the Secretariat and decisions of competent authorities; leaders, managers, civil servants and public employees sent for training according to Conclusion No. 39-KL/TW (abbreviated as officials);

The Circular clearly states that the state budget supports leaders and managers in training costs to improve foreign language proficiency in the country, including:

Expenses paid to training and development facilities according to contracts signed between the Standing Agency and training and development facilities in accordance with the provisions of law.

The cost of training to improve English proficiency and taking international English certification exams (IELTS certificates) will be paid when meeting the requirements for input and output foreign language proficiency according to the annual enrollment announcement or of each course and according to the actual invoice, but not exceeding 65 million VND/student/course (including costs paid to the training facility and curriculum; not including costs for input proficiency testing).

English training and certification exams must be conducted at foreign language training institutions qualified to organize international English certification exams according to regulations of the Ministry of Education and Training ;

Costs of exams to assess learning outcomes as required by competent authorities (if any);

Accommodation costs during training period for staff participating in the course;

Domestic business travel expenses, including: Round-trip travel expenses for staff from the agency to the place of study (one round trip; holidays; Tet holidays) for a continuous course; partial support for meals during the period of concentrated study; accommodation rental fees for staff during the days of concentrated study at the training and education facility (in case the training and education facility and the training organization confirm that they cannot arrange concentrated accommodation).

Support for improving foreign language proficiency abroad

In case of staff receiving training to improve foreign language proficiency abroad, the support contents are stipulated as follows:

Expenses paid to overseas training and development facilities according to contracts signed between the Standing Agency and training and development facilities in accordance with the provisions of law;

Living expenses as prescribed;

Passport fees; visa fees; health insurance; health examination fees (if required by the host country or foreign training and education facilities); domestic and international airport fees (if any); costs of renting a vehicle from the airport to the place of residence and vice versa;

Airfare (one-way ticket from Vietnam to the place of study and one-way ticket from the place of study back to Vietnam) for the entire training period, except in cases where your side covers it;

Medical quarantine costs, testing costs when there is an epidemic as required by the health authority of the host country or training facility abroad and other costs according to regulations (if any).
