Synchronous solutions are needed to speed up the progress of key projects and works.

(DN) - On September 4, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dong Nai Province Ton Ngoc Hanh and Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Nai Province Vo Tan Duc chaired a meeting of the steering group to implement key projects and works in the province. Also attending the meeting were a number of members of the Standing Committee of the Provincial Party Committee; Provincial Party Committee members, Vice Chairmen of the Provincial People's Committee and leaders of departments, branches and localities.

According to the Department of Finance, currently, in the province, there are 29 works and projects included in the list of key works and projects. Of these, there are 13 public investment projects, 6 investment projects in the form of public-private partnership (PPP), 10 projects with non-budgetary investment capital and projects and plans.

With 13 public investment projects with a total capital of over 53.6 trillion VND, there are currently 6 projects under construction, 7 projects are carrying out investment procedures. The common difficulties and problems of these projects are mainly in compensation and site clearance. Some projects are facing difficulties in sourcing materials for construction foundations.

For projects implemented under the PPP form with a total capital of more than 117 trillion VND, investment procedures are being carried out. For these projects, the main difficulties and obstacles are in the implementation process and legal basis for implementation due to Law No. 57/2024/QH15 and Law No. 90/2025/QH15 being amended, supplemented and abolished. Many contents related to the order, procedures, dossier content, appraisal content, payment methods, detailed regulations on contract types make it difficult to implement the projects.

The remaining projects are undergoing investment procedures and are facing some difficulties and obstacles in the compensation and land clearance stages for project implementation, as well as issues regarding the authority to approve planning adjustments (which have not yet been decentralized).

To speed up the progress of projects, the Provincial People's Committee requested the investors to proactively coordinate with localities and regional land fund development centers to speed up compensation and site clearance. The Departments of Construction, Finance, Agriculture and Environment promptly handle problems related to procedures and documents of key projects and other public investment projects, giving priority to applying the "green channel" to carry out administrative procedures related to public investment projects.

For projects implemented under the PPP model, the Provincial People's Committee assigns the Department of Finance and the Department of Construction to apply legal regulations for temporary implementation. At the same time, they are to promptly update guiding regulations, review, and advise the Provincial People's Committee on adjustments as appropriate.

Concluding the meeting, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Ton Ngoc Hanh suggested: Leaders, agencies and units, with the highest sense of responsibility, spend more time to handle work. Functional agencies must coordinate smoothly to speed up the progress of projects. It must be determined that this is an important task of the whole province, a common responsibility of the entire political system, not shirking responsibility but sharing responsibility. From there, propose synchronous solutions to remove difficulties and obstacles, speed up the completion of projects to serve the development needs of the province.

Comrade Ton Ngoc Hanh also agreed that he would report to the Standing Committee of the Provincial Party Committee to propose the establishment of a Steering Committee for the implementation of projects at the commune and ward levels, initially focusing on key projects.
