National Assembly Deputy Bui Hoai Son: This is an important event in our country's foreign affairs activities in 2023. This event has received attention from the whole world with the participation of a large number of parliamentarians from around the globe. The topics at the Conference are also issues of great interest to parliamentarians from various countries.

Interviewer: In your opinion, what is the significance of the contributions made by young Vietnamese National Assembly deputies at this conference?

National Assembly Deputy Bui Hoai Son: Vietnam's young National Assembly deputies are very dynamic and active, participating in all discussion sessions and receiving respect from parliamentarians worldwide. This once again affirms the maturity of the Vietnamese National Assembly in general and our young parliamentarians in particular in bringing Vietnam's voice and initiatives into the agendas of international organizations, especially parliaments.

The rich, diverse, and powerful voices of Vietnamese National Assembly deputies have received attention from the conference organizers as well as from young parliamentarians worldwide. It is hoped that these voices and messages will spread further to parliaments around the world, thereby helping us to shape a new position for our country.

National Assembly Deputy Bui Hoai Son spoke with Nguoi Dua Tin on the sidelines of the conference.

Interviewer: Looking back at the current state of culture, cultural promotion, and cultural diversity in Vietnam, what do you think Vietnam needs to improve to catch up with global trends?

National Assembly Deputy Bui Hoai Son: Our Party and State pay great attention to the development of human culture, considering it one of the priorities in the development of the country.

In 2021, General Secretary Nguyen Phu Trong, speaking at the National Cultural Conference, emphasized, "Culture is the soul of the nation, reflecting the identity of the nation. As long as culture exists, the nation exists..."

In the coming period, we aim to establish a national goal for the revitalization of Vietnamese culture. This demonstrates our concern for this important field.

However, cultural development also faces numerous challenges, such as: integrating culture into the United Nations' sustainable development agenda; digital transformation, etc. Furthermore, many of the pressing cultural issues today stem largely from social media and the digital space.

We talk a lot about the digital society, the digital economy, and digital citizenship, but we haven't paid enough attention to the digital culture. These challenges require solutions not only for Vietnam but also for the entire globe. The role of young parliamentarians is extremely important.

I believe that full awareness, strong determination, and appropriate action are needed to address these cultural challenges.

Interviewer: As you just mentioned the issue of digital culture, what difficulties and challenges do you think digital culture will face in the future?

National Assembly Deputy Bui Hoai Son: Digital culture is understood as the habits, behaviors, and values ​​acquired and influenced by the digital space and cyberspace brought to us by new media.

New inventions bring about new habits, new languages, and new cultures. Digital culture offers several benefits, such as faster access to foreign cultures and a better enjoyment of international culture.

However, the challenges are also immense, especially those stemming from the future. Therefore, the main solution is to explore and learn from international experiences. From there, we can find methods suitable for the Vietnamese context.

Over the years, we have had codes of conduct for the online space, yet deviations from these norms remain quite common. And certainly, in the future, we must continue to find better ways to respond, drawing on international experience and best practices to develop a more appropriate online and digital culture for the coming period.

People are key to cultural development.

Interviewer: Speaking at thematic discussion session 3, "Promoting Respect for Cultural Diversity for Sustainable Development," you mentioned that the Vietnamese State has been implementing and continuously improving institutions and policies based on the overarching principle of "taking Vietnamese cultural values ​​and people as the foundation and important intrinsic strength to ensure sustainable development." So, in your opinion, what solutions and factors are needed to develop and revitalize culture in a comprehensive manner?

National Assembly Deputy Bui Hoai Son : Developing culture requires a great deal of effort and time, and to achieve this, many different solutions are needed.

First, it is necessary to enhance awareness of the role and position of culture in the sustainable development of the country. Culture is the spiritual foundation of society, serving as both a goal and a driving force for socio-economic development. At the same time, it acts as a regulator for national development. Focusing on culture will help make the country's development process more sustainable and spread to various aspects of social life.

Secondly, it is necessary to improve the legal system, including laws directly related to culture such as the Film Law, the Heritage Law, the Performing Arts Law, the Literature Law, etc., or laws indirectly related to culture but with a significant impact on the cultural sector such as the Land Law, Tax Law, Public Investment Law, etc. There needs to be incentives in the cultural sector to attract attention and investment resources, so that culture can spread its influence to other fields.

Furthermore, it is necessary to strengthen resources for cultural development, and the facilities for arts and culture must be of sufficient quality. Along with that, financial resources must be invested in culture.

Human resources are key to cultural development, because cultural development requires people who understand culture in all different fields, thereby creating the conditions for cultural development.

Interviewer: Sir, what initiatives and actions has the National Assembly taken to incorporate values ​​aimed at promoting cultural development into the law?

National Assembly Deputy Bui Hoai Son: Based on the Party's guiding principles, the National Assembly has been very active in implementing and promoting the development of culture in general, and cultural diversity in particular, in national laws and major programs.

Recently, the Film Law has been amended in the direction of the cultural industry, thereby bringing new life and promoting creative values ​​in culture, creating values ​​that not only have a cultural impact but also spread to other socio-economic fields.

The National Assembly deputies also expressed their desire to contribute more actively to the development of Vietnamese culture and human resources to meet the requirements of sustainable national development in the coming period.
