Need to prioritize data development, building a "correct, sufficient, clean, and alive" database

This was the directive of Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, at the online meeting summarizing the activities of the National Committee on Digital Transformation in 2023 with ministries, central agencies and localities this afternoon, December 28th. According to the Ministry of Information and Communications ' assessment, in 2023, the National Digital Transformation Program, the National Strategy for the Development of Digital Government, Digital Economy, and Digital Society, set 62 targets, of which 18 targets were completed (29%), 27 targets were highly likely to be completed (43.5%), and 17 targets required focused efforts to be completed on time (27.5%). On the other hand, the 2023 plan also set out 126 tasks, of which 102 were completed, achieving a rate of 81%.

Also in 2023, the World Intellectual Property Organization ranked Vietnam's Innovation Index 46th, up 2 places compared to 2022, continuously maintaining its position in the top 50 countries from 2018 to present.

The Universal Postal Union ranked Vietnam's Postal Index in 2023 at level 6/10, up 1 level compared to the previous assessment in 2021, ranking 46th, continuously maintaining in the top 50 leading countries from 2018 to present.

On the other hand, Google's report assessed that Vietnam's digital economic growth rate is the fastest in Southeast Asia for two consecutive years (28% in 2022 and 19% in 2023), 3.5 times higher than the GDP growth rate. Vietnam's digital economic growth rate is about 20%/year, 3 times higher than the GDP growth rate.

Vietnam is also among the top 10 countries in terms of the number of new mobile app downloads for two consecutive years (2022, 2023).

In particular, by the end of 2023, ministries and agencies had reduced and simplified nearly 2,500 business regulations and simplified 528 out of 1,086 administrative procedures related to citizens. The connection and sharing of data has yielded concrete results, solving inter-sectoral problems that were previously very difficult to resolve completely.

The meeting devoted most of its time to delegates exchanging ideas, discussing, and outlining key tasks and solutions for 2024. In particular, the Ministry of Information and Communications proposed to the National Committee on Digital Transformation the theme for 2024 as “Popularizing digital infrastructure and innovating digital applications to develop the digital economy – A new driving force for economic growth and labor productivity,” encompassing nine tasks for popularizing digital infrastructure, five tasks for popularizing foundational elements for the digital economy, and six major challenges in digital application innovation, commissioning Vietnamese telecommunications and digital technology companies to focus on solving.

In his directive speech at the meeting, Prime Minister Pham Minh Chinh requested that ministries, central agencies, and localities recognize digital transformation as an inevitable trend, an objective requirement, and a crucial political task of the Party and State. He emphasized the need for further acceleration, overcoming obstacles, difficulties, and challenges, and creating further breakthroughs with a comprehensive, holistic, and inclusive approach, ensuring that no one is left behind.

Priority should be given to data development, building a database that is "accurate, complete, clean, and active"; prioritizing the development of online public services closely linked to people's lives, business activities, and with broad coverage; and prioritizing the development of platforms and ensuring cybersecurity and information security. At the same time, the process of organizing and implementing national digital transformation at each unit and locality must be substantive and bring practical value to the government, people, and businesses.

The Prime Minister also assigned specific tasks to each ministry, sector, and relevant agency in continuing to improve the institutional framework, mechanisms, and policies for national digital transformation; strengthening the security and safety of information systems and databases; mobilizing resources for national digital transformation and implementing Project 06; strengthening international cooperation, researching and selectively adopting experiences from countries around the world on digital transformation; and promoting communication to create social consensus.
