Land acquisition issues along the route corridor remain a bottleneck.
According to the Central Power Projects Management Board (CPMB), in fulfillment of tasks assigned by the Prime Minister, the Ministry of Industry and Trade , and the Vietnam Electricity Group (EVN), the National Power Transmission Corporation (EVNNPT) is implementing two power transmission projects aimed at ensuring electricity supply to Nghe An province and facilitating electricity imports from Laos to Vietnam.

Accordingly, the 220 kV Tuong Duong - Do Luong transmission line project is being built across many communes in Nghe An province. The project is over 80 km long and consists of two circuits, starting from the 220 kV Tuong Duong substation and ending at the 220 kV Do Luong substation.
Up to now, localities of Nghe An province have handed over the site of 192/192 foundation positions. For the corridor section, the site of 48/58 anchor spaces has been handed over.
Regarding construction progress, the project has completed the foundation casting, erected 188/192 columns, and is currently installing 4 positions. The wires have been pulled at 29 anchor intervals, and the wires are being pulled at 8 anchor intervals. For anchor intervals that are eligible for wire pulling, contractors are mobilizing forces to speed up construction.

Regarding the 220 kV Do Luong - Nam Cam transmission line project, which passes through many communes in Nghe An province, the project involves the construction of two 220 kV transmission lines from the 220 kV Do Luong substation to the 220 kV Nam Cam substation, with a length of approximately 37 km. The expansion of the switchgear bays at the 220 kV Do Luong substation includes the installation of equipment for two existing 220 kV bays within the Do Luong substation and the connection of the communication system for the 220 kV Do Luong - Nam Cam transmission line.
Up to now, the foundation has mobilized and handed over 106/106 positions, the corridor has mobilized and handed over 81/107 column spans. During the construction, the Project has completed casting 91/106 positions, is simultaneously constructing 15 positions, completed erecting 85 columns, is constructing 2 qualified positions, completed pulling 27 anchor spans, and is pulling 1 remaining qualified anchor span.
Local efforts are needed.
During the working session between EVNNPT and the People's Committee of Nghe An province, the localities and relevant units presented the current situation and specific implementation process in their areas. The communes also raised some difficulties, such as delays in the handover and acceptance of project documents and subsequent procedures due to the implementation of a two-tiered local government model.
Some compensation and site clearance plans have differences in compensation prices according to the post-merger commune policy, so people do not agree.
Some other problems such as some locations have not yet established compensation plans and support for site clearance due to legal problems and require enough time to resolve, the locality will make efforts to hand over the site before October 31, such as 11 cases in Con Cuong commune.
Local leaders also affirmed that they will continue to make efforts to propagate and mobilize people, and implement proper procedures to hand over the project site on schedule.
At the meeting, EVNNPT Deputy General Director Truong Huu Thanh thanked the government and people of Nghe An province for their continued support and agreement with the power projects implemented in the area.

In order to ensure the construction and commissioning of the two projects as directed by the Prime Minister and the Ministry of Industry and Trade, with the goal of releasing capacity from the Nam Mo hydropower plant complex in Laos, the Truong Son wind power plant, and the Truong Son 2 wind power plant to connect to the national power grid, EVNNPT requests the People's Committee of Nghe An province to direct the People's Committees of the communes to urgently complete the dossiers and submit for approval the compensation plan for the transmission line corridor and pay for land handover before October 21, 2025.
The People's Committees of the communes will continue to organize propaganda and mobilization efforts to encourage households to agree to receive compensation and hand over the land for the project as soon as possible. In cases where all policies and regulations have been fully implemented, and propaganda and mobilization efforts have been carried out as prescribed, but households still refuse to accept compensation as per the approved decision and resolutely obstruct construction, the People's Committees of the communes must urgently complete the legal procedures and organize construction protection to support the contractor in deploying the power lines starting from October 26, 2025.
On the local side, the Vice Chairman of the People's Committee of Nghe An province, Mr. Phung Thanh Vinh, requested EVNNPT and CPMB to continue to cooperate and support the locality in implementing the project effectively and efficiently.
At the same time, the Vice Chairman of the People's Committee of Nghe An province also requested that departments and agencies continue to coordinate with local Party committees and authorities to quickly resolve obstacles, expedite the processing of procedures in accordance with current regulations, and coordinate with investors to hand over the construction site for projects as soon as possible to ensure timely energization and operation of the 220 kV power lines in the province.
