Effective artificial intelligence development strategy

Many countries have early identified the vision of AI development as a strategic priority and promptly developed effective artificial intelligence development plans.

At the "AI in the Digital Age" Forum held on the afternoon of August 29, leaders of the Ministry of Science and Technology and many leading experts highly appreciated the strategic role of artificial intelligence (AI), and shared the vision, opportunities and challenges that Vietnam is facing in the face of this wave of technology.

In the digital age, many countries have clearly identified that AI is not only a supporting technology but is gradually becoming a fundamental infrastructure, directly affecting the economy , security, education, healthcare and social governance.

China

China is one of the countries that has recognized the strategic importance of AI in shaping national power and international status. In 2017, the Chinese government announced the “New Generation Artificial Intelligence Development Plan”, aiming to become the world’s leading AI center by 2030. This is not only a technology strategy but also an overall orientation linked to national security, economic development, improving social life and affirming the global leadership role in the 4.0 industrial revolution.

China’s AI vision is manifested in many aspects. First, the country focuses heavily on investing in research and development, encouraging large technology corporations such as Baidu, Alibaba, Tencent, and Huawei to become pioneers. Second, China builds a huge data ecosystem, considering data as “fuel” to train AI models. The advantages of a large population, a vast digital market, and centralized management policies help the country create rich and diverse data sources.

In addition, China is aiming to widely apply AI in many fields: from defense, security, social surveillance to e-commerce, healthcare, education and smart cities. Cities such as Shenzhen, Hangzhou and Beijing have become AI testing centers with a series of self-driving car projects, AI traffic management and digital government.

It can be affirmed that with a clear strategic vision, synchronous investment and high political determination, China is gradually affirming its position as one of the most influential AI powers in the world today.

Japan

Japan is a country with a unique approach to AI development, focusing not only on the economic growth aspect of this technology but also on improving the quality of life and solving social problems. The concept of “Society 5.0” proposed by the Japanese Government is a clear demonstration: a super-smart society where AI, together with the Internet of Things (IoT), Big Data and robots, become the foundation to balance economic development and human welfare.

Japan’s vision is to use AI to address specific challenges, especially a rapidly aging population and a shrinking workforce. AI is deployed in healthcare for early diagnosis, elderly care support, and in the fields of care robots and telemedicine. In industrial production, Japan integrates AI to improve productivity, optimize supply chains, and develop generations of intelligent industrial robots.

At the same time, Japan attaches importance to the ethical and social trust factors in AI. The government issues guidelines for the safe and transparent development and application of AI, ensuring that AI serves humans instead of replacing them. This is different from many other countries, when Japan emphasizes the philosophy of "AI for humans".

In addition, Japan also promotes international cooperation on AI, especially within the framework of the G7 and global forums, to build common standards for new technology governance. With the orientation of "Society 5.0", Japan not only develops AI as an economic tool but also as a comprehensive solution to create a harmonious society, where technology is closely linked to human life and happiness.

Singapore

Singapore’s AI development vision is closely linked to building the island nation into a global innovation hub. In November 2019, the Singapore Government announced the National AI Strategy (NAIS), identifying AI as a key pillar in the country’s digital transformation process. Accordingly, Singapore aims to become a world-leading country in deploying and applying AI in essential fields by 2030, while also forming a strong technology ecosystem to attract international investment and talent.

The highlight of Singapore’s AI strategy is its selective focus. Instead of spreading resources, the country prioritizes AI applications in five strategic areas: healthcare, transportation, education, safety and security, and public services. This approach both directly addresses social issues and creates positive impacts on citizens. For example, in healthcare, AI supports disease diagnosis and smart health record management; in transportation, AI helps optimize traffic flows and develop self-driving car solutions; in public services, AI is integrated to improve administrative management efficiency and build digital government.

In addition, Singapore focuses on developing an AI legal and ethical framework to ensure that technology is used transparently, fairly and safely. Principles on data governance, information security and citizen privacy are always top priorities. At the same time, the government also invests heavily in digital skills training to prepare high-quality human resources for the AI ​​era.

With a clear strategy, flexible management mechanism and long-term vision, Singapore not only creates a technological platform to serve socio-economic development but also positions itself as an AI center of the Asia-Pacific region, contributing to affirming its position as a small but influential country in the digital age.
