In the context of rapid digital transformation and cybersecurity becoming a key line of defense for every nation, on August 5th in Hanoi, the National Cybersecurity Center (Department of Cybersecurity and High-Tech Crime Prevention, Ministry of Public Security ) officially launched the "National Cybersecurity Operating System."
This is a comprehensive solution researched, developed, and fully mastered by domestic experts. This system is the culmination of nearly a year of internal research, development, and testing, aiming to establish a comprehensive, centralized platform for coordinating, monitoring, and responding to network incidents – a "backbone" for national cybersecurity.
According to Lieutenant Colonel Le Xuan Thuy, Director of the National Cyber Security Center, Department A05, in the current new phase of national development, information systems must be interconnected in terms of data to facilitate connectivity. This is an inevitable trend in digital transformation.

"When systems are interconnected, risks arise. Currently, organizations and units are protecting their systems relatively independently; there is no single organization to connect and share information and data. According to our statistics, attacks on critical infrastructure often occur in campaigns, not just involving a single organization. Therefore, connecting and exchanging information to enhance mutual support in emergency situations is absolutely essential," Lieutenant Colonel Le Xuan Thuy shared.
Based on that, the National Cybersecurity Center has developed the National Cybersecurity Incident Response and Coordination Platform.
According to Lieutenant Colonel Le Xuan Thuy, this is a central system connecting incident response forces with agencies and companies managing critical systems, state agencies, local governments, businesses, and SOC (Security Operations Center) service providers nationwide. This forms a unified coordination system under the direction of the specialized cybersecurity force of the Ministry of Public Security. In addition, this system also connects with units involved in analysis and warning.
This system also integrates with incident response tools within the A05 ecosystem, as well as incorporating other cybersecurity intelligence knowledge platforms to enhance early detection and decision-making capabilities.

According to Lieutenant Colonel Le Xuan Thuy, the system was built and put into pilot operation in several phases. Since July 1, 2025, the system has been deployed to 34 provincial and city-level police units. The nationwide deployment phase (from August 6, 2025 – 2026) will continue to connect ministries, agencies, and key information system operators; the final step will expand to businesses and information technology service providers to form a synchronized, community-based "security network".
In the future, this system will integrate features to support analysis and decision-making using artificial intelligence (AI), enabling earlier prediction and response. Additionally, the system will integrate with other platforms such as malware databases and intelligence information, and expand incident reporting channels, from email and mobile applications to API integration.
