A year of overcoming difficulties
Speaking at the ceremony, Chairman of the Board of Members of Vietnam Electricity Group (EVN) Dang Hoang An highly appreciated the operational results of the National Power System and Electricity Market Operation Company Limited (NSMO) in 2024, especially in the context of organizational and management changes, as well as more difficult conditions for managing and operating the power system than before.
However, through its efforts and continued development of its traditions, NSMO has made a crucial and key contribution to helping the electricity sector and EVN fulfill its political mission of ensuring the provision of means of transport as directed by the Central Government, the Prime Minister, the Ministry of Industry and Trade , and the State Capital Management Committee at Enterprises.

The Chairman of EVN cited that the projected electricity growth for the whole year was 10.13% , but in the first eight months of 2024 , electricity growth had already reached 11.67% . Despite the prolonged heatwave until early September , coinciding with the time when A0 was relocating, NSMO still achieved very good results under such difficult conditions.
“At the Ministry of Industry and Trade's summary conference, we reported first on the electricity supply situation and second on construction investment. In the first eight months of the year, EVN completed the disbursement of 112,892 billion VND, an increase of 10.8% compared to the plan. After 10 years, we have finally exceeded the investment plan, which is approximately five billion USD, still the highest figure among the company's corporations,” said Mr. Dang Hoang An.
“ Even in the private sector, I believe that disbursement last year certainly didn't match EVN's, despite some bright spots that you all know about, such as the two expanded Italian power units and the 500kV circuit 3 transmission line. We have started the Con Dao project and related items. Currently, we are also preparing to start the Bac Ai project …” – Mr. Dang Hoang An said, adding that the workload is very large, which increases infrastructure and industry. Thirdly, production and business require financial balance. Fourthly, the economic and technical indicators of the electricity sector in general are also very important contributions of the previous national chart. Currently, the reliability of electricity remains at level 4 of ASEAN, meaning that the average power outage time for customers has now decreased significantly to 219 minutes. I remember in 2008, when I was the Deputy General Director of Engineering of the corporation, the figure was around 20,000 minutes. Now it's 219.2 minutes, and many provincial or district-level power companies have achieved less than five minutes – equivalent to Singapore. Singapore's power loss is 6.05%, three years ahead of EVN's target.
According to Mr. Dang Hoang An, Vietnam has certain technological products, for example, the production of a 900 MVA transformer, which is also the largest in the country and the only country in Southeast Asia capable of manufacturing a 500 kV transformer, produced by Dong Anh Equipment Corporation under the close supervision of the Ministry of Industry and Trade. Under the direction of the Central Party Committee, the Government, the Prime Minister , EVN and the entire electricity sector have also performed very well in fulfilling the tasks of 2024, creating a foundation for the country's GDP to grow by over 7%.
To achieve the above results, especially in electricity supply and the completion of the 500kV circuit 3 transmission line, the Chairman of EVN expressed gratitude to the Ministry of Industry and Trade, the National State Management Agency, the State Capital Management Committee at enterprises, and especially Minister Nguyen Hong Dien personally for his very close guidance in all aspects of work, including and first and foremost the work of ensuring electricity supply as well as key investment projects.
“ It must be said that without the Ministry 's guidance , without the close involvement of the Minister who meets every two weeks , the 500 kV transmission line project would be very difficult to complete . The project might reach completion, but it would face many difficulties and might not achieve the planned progress,” the EVN Chairman affirmed, expressing his hope that the Minister and leaders of the Ministry of Industry and Trade would continue to pay special attention to and provide guidance for the two upcoming projects , including the Lao Cai – Vinh Yen 500 kV transmission line and the Nho Quan – Thuong Tin 500 kV transmission line , as well as other projects implemented by EVN. These are vital projects that will contribute to overcoming difficulties and ensuring electricity supply in the coming period.

Unforgettable memories
Sharing memories of the process of formation and development of A0 in the past, NSMO today, the Chairman of EVN said that A0 was born in conjunction with the 500 kV single-circuit projects ; the objective need was to unify the system at that time.
Witnessing the historic moment of energizing the 500kV transmission line, circuit 1, on May 27, 1994, was a source of great pride, especially considering the country had just emerged from war, and resources were scarce, yet we completed the line in two years. Furthermore, the technology at that time was very rudimentary. The SCADA system back then only had 14 AV devices connected nationwide . Gas station metering equipment was still under embargo, yet we still managed to energize the 500 kV line.
Currently, technology is highly developed and quite comprehensive. We have 41 500 KV substations, 171 220 KV substations, and nearly 900 110 KV substations operating unmanned, which is 100%. 82% of 220 KV substations operate unmanned .
When A0 was established, the power system only had 4000 MW, producing approximately 10-14 billion kWh of electricity. However, this has increased 21 times in both capacity and output. Currently, we rank 22nd in the world and one of Southeast Asia in terms of system size. The current structure and proportions are very different from the past. We now have grid connections with foreign countries, numerous international links, and many types of power plants, including PP, IPP, and centrally managed state-owned enterprises. This presents a significant challenge for operation; however, A0/NSMO has successfully upheld its 30-year tradition and continues to grow alongside the country's electricity sector. This is something to be very proud of.
According to Mr. Dang Hoang An, the second point he is very pleased with is that many cadres who have grown from A0 are now in various positions. It can be said that A0 continues to be a cradle for training key personnel in the electricity industry . Most of them perform their duties very well . This is a source of knowledgeable and disciplined personnel for the profession and for the electricity industry ; they demonstrate competence , uphold traditions , and build a brand – a brand characterized by seriousness in discipline , expertise , and a spirit of accepting challenges .
Therefore, EVN Chairman Dang Hoang An hopes that the engineers and staff of A0/NSMO will continue to uphold this spirit regardless of which agency they belong to. Because wherever they are, their ultimate function remains the same – regulating the system and managing the electricity market in the context of an increasingly decentralized electricity industry with many small, dispersed sources. The system is changing and needs to change to control that.
