On November 20th, Chairman Tran Sy Thanh, Head of the Steering Committee for the Implementation of Measures to Prevent and Combat Wastefulness of the Hanoi People's Committee, and other members of the Steering Committee listened to a report on the progress, existing problems, and obstacles related to the investment and construction project of Phung Khoang Lake Park (Nam Tu Liem and Thanh Xuan districts). This is one of the long-delayed projects that is attracting public attention.

According to Chairman of the Hanoi People's Committee Tran Sy Thanh, the city has focused on identifying and reviewing 712 slow-moving projects funded by non-budgetary sources. Some projects have been stalled for 10 years, while others have been partially revoked, resulting in waste. The city has prioritized these projects for reactivation. For projects that could not be implemented due to various objective and legal reasons, the city has revoked their licenses.
Regarding the park sector, in 2023, the City People's Committee reviewed and promptly resolved obstacles and outstanding issues for two parks (Astronomy Park and Guitar Park in Duong Noi Urban Area). These are projects that had been invested in and constructed but, due to various subjective and objective reasons, had not been put into use for many years.
With a decisive approach to addressing existing problems and minimizing the waste of social resources, these projects have now been put into use and exploited to maximize their value and promptly serve the people.
Regarding Phung Khoang Lake Park, although many items have been completed, it cannot be put into operation yet due to incomplete land clearance.
The Chairman of Hanoi stated that park projects are very important to the city because, once completed, they will contribute to reducing environmental pollution, increasing green space, and providing recreational areas for inner-city residents.
Therefore, the investor must do a better job fulfilling their responsibilities towards public works projects; it is unacceptable for an urban development project to be completed long ago while a social infrastructure project remains unfinished for decades.
The Phung Khoang Lake Park project started in 2016 but remains unfinished to this day, resulting in wasted resources.
Chairman Tran Sy Thanh instructed Vice Chairman of the Hanoi People's Committee Duong Duc Tuan to closely monitor the progress of land clearance in Nam Tu Liem and Thanh Xuan districts, ensuring completion by December 15, 2024 at the latest, so that the land can be handed over to the investor.
In the spirit of not waiting and resolutely not delaying the project's progress, the Chairman of the City People's Committee requested that units create a favorable mechanism for carrying out public projects serving the people, simultaneously clearing land and completing construction procedures. The goal is for the Phung Khoang Lake Park project to be completed and put into use by the Lunar New Year of 2025.
"The relevant units need to focus all resources and strive to ensure that during the upcoming Lunar New Year, people can enjoy themselves and watch fireworks at Phung Khoang Lake Park," the city's top official emphasized.
At the meeting, the Director of the Hanoi Department of Construction, Vo Nguyen Phong, stated that Phung Khoang Lake Park is a project component of the Phung Khoang New Urban Area project, located in Thanh Xuan and Nam Tu Liem districts. The project's investment policy was approved by the Hanoi People's Committee in Decision No. 2580 dated December 15, 2008, and the policy was adjusted in Decision No. 3162 dated August 31, 2022, allowing for an extension of the project's completion deadline to "Q4 2024".
The total investment for the project is nearly 3,500 billion VND. The project's investor is a joint venture between Hanoi Housing Investment and Development Corporation and Urban Investment and Construction Joint Stock Company.
At the meeting, representatives from the investor and the People's Committees of Nam Tu Liem and Thanh Xuan districts clarified the difficulties and obstacles directly affecting the completion of the project, such as: the adjustment of the planning which caused some items to require design changes, and difficulties in land clearance for the project.
